MINUTES OF THE CITY COUNCIL REGULAR MEETING
SEPTEMBER 28, 1999
The September 28, 1999, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325
Civic Center Drive, Poway, California.

Mayor Cafagna explained the procedure for Public Oral Communications. The following
person was present wishing to speak:
Tom Moore, 18555 Wild Horse Creek, Representing SDAA, requested clarification of
the restrictions placed on protestors.

Motion by Councilmember Goldby, seconded by Deputy Mayor Emery, to approve the

ORDINANCE NO. 518/SECOND READING
ORGANIZATIONAL CHANGES
AMENDING VARIOUS SECTIONS OF THE PMC
Mayor Cafagna opened the public hearing and read the title of Ordinance No. 518, "An
Ordinance of the City of Poway Amending Vadous Sections of Titles 1,2, 3, 5, 8, 9, 10, 12,
13, 15, 16 and 17 of the Poway Municipal Code to Reflect Organizational Changes."
There was no one present wishing to speak.
Motion by Councilmember Goldby, seconded by Deputy Mayor Emery, to close the public
hearing, waive further reading and adopt Ordinance 518. Motion carried unanimously.

APPEAL
MINOR DEVELOPMENT REVIEW 99-101
APPLICANT: RITCHEY-FIPP CHEVROLET
Staff report by City Manager Bowersox. On September 9, 1999, the Development Services
Department sent a letter to the applicant approving the project subject to conditions.
Condition number four required that the sides of the metal building be covered with a
material that is compatible in texture and color with the main office building. On September
10, 1999, the applicant filed a letter of appeal requesting a waiver of the requirement to
cover the sides of the building in another material.

The following person was present wishing to speak:
Michael Renwick, 13526 Celestial Road, representing Ritchey-Fipp Chevrolet, spoke in
support of the request and responded to questions of the Council.
Motion by Councilmember Goldby, seconded by Mayor Cafagna, to grant the appeal.
Motion carried unanimously.
MAYOR AND CITY COUNCIL-INITIATED ITEMS
Deputy Mayor Emery requested that in light of the current infestation, staff evaluate
a replacement for the eucalyptus trees and begin a concurrent planting to establish
mature trees.

Councilmember Rexford stated that the pothole at Pomerado Road and Stowe Ddve
had not been repaired.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 7:18 p.m. on motion by Deputy Mayor Emery,
seconded by Councilmember Goldby.
