CC 1999 11-16 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING NOVEMBER 16, 1999 The November 16, 1999, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following people were present wishing to speak: Steven G. Cole, 14026 Sycamore Avenue, requested assistance with traffic enforcement and paving of Sycamore Avenue. Paul Rexford, 11570 Creek Road, suggested consideration of an ordinance prohibiting tandum trailer trucks within City limits. 6779 Page 2 - CITY OF POWAY - November 16, 1999 CONSENT CALENDAR Mayor Cafagna noted that Item 5 was being continued by staff to November 30, 1999 and that he had requests from the public to pull Item numbers 10 and 11. Motion by Deputy Mayor Emery, seconded by Councilmember Higginson, to approve the Consent Calendar as follows: o Ratification of Warrant Register for the period of October 25-29, 1999. (401-10) (Continued to November 30, 1999 agenda) Approval of Minutes - City Council October 26, 1999 - Regular Meeting November 2, 1999 - Canceled Regular Meeting Adoption of Resolution No. P-99-83 - Approving Comprehensive Sign Program (CSP) 99-03, Steve Weddell, Applicant; W.H. Pomerado, LLC, Owner, for a light industrial building located at 13000 Danielson Street. (203-15) Adoption of Resolution No. 99-091 - Ordering Summary Vacation of Portions of the Sewer, Water, Drainage, and General Utilities Easements of Parcels 3, 4, and 6 of Parcel Map No. 18019, McMahon-Oliphant Properties, Inc., Applicant (Vacation No. 99-05). (1002-06) Motion carried unanimously. ITEM 1 (203-04) VARIANCE 99-15 APPLICANT: CAROL BRECKENRIDGE Mayor Cafagna opened the public headng. Staff report by City Manager Bowersox. This is a request to allow a proposed 724 square foot, two story addition to observe an approximate 23.5 foot front yard setback when 25 feet are required at 13539 Pequot Ddve. There was no one present wishing to be speak. Motion by Councilmember Rexford, seconded by Deputy Mayor Emery, to close the public hearing and adopt Resolution No. P-99-79, entitled, "A Resolution of the City Council of the City of Poway, California Approving Variance 99-15 Assessors Parcel Number 317- 612-04." Motion carried unanimously. 678O Page 3 - CITY OF POWAY - November 16, 1999 ITEM 2 (203-04) VARIANCE 98-18 APPLICANT: ROXANNE HUK Mayor Cafagna opened the public headng. Staff report by City Manager Bowersox. This is a request to allow a proposed 661 square foot, second story addition to observe a 12 foot front yard setback when 15 feet are required at 12536 Glenoak Road. There was no one present wishing to be speak. Motion by Councilmember Rexford, seconded by Deputy Mayor Emery, to close the public hearing and adopt Resolution No. P-99-80, entitled, "A Resolution of the City Council of the City of Poway, California Approving Vadance 99-18 Assessor's Parcel Number 314- 261-06." Motion carried unanimously. ITEM 3 (203-02) TENTATIVE PARCEL MAP 98-12 APPLICANT: JEFF BRIZES Mayor Cafagna opened the public hearing and stated he would be abstaining from participation on this item as the proposed project is within 2500 feet of his residence. Staff report by City Manager Bowersox. This is a request to subdivide a 2.5 acre parcel into four parcels located at the southwest corner of Del Poniente Road and Espola Road. There was no one present wishing to be speak. Motion by Councilmember Rexford, seconded by Councilmember Higginson, to close the public headng and adopt Resolution No. P-99-81, entitled, "A Resolution of the City Council of the City of Poway, California Approving Tentative Parcel Map 98-12 Assessor's Parcel Number 321-011-16." Motion carried 4-0, with Mayor Cafagna abstaining. ITEM 10 (1163-01) PARKING RESTRICTIONS ON RIPARIAN RD. OAKSTAND RD. DOVEWOOD CT. AND YELLOWTHROAT RD. Staff report by City Manager Bowersox. Residents of the subdivisions behind Poway High School have had problems with students parking and creating disturbances on their streets since 1998. In 1990, Council approved time limited parking restrictions along several streets in the area including Ripadan Road and Oakstand Road. In 1991, sections of the parking restrictions were eliminated at resident request, and parking was restored on 6781 Page 4 - CITY OF POWAY - November 16, 1999 Oakstand Road south of Yellowthroat Road. Once again, the student population has dsen to previous levels and parking has become problematic. In March, 1999, Ms. Bettie Edney, a Dodder Court resident requested the parking restrictions be extended to Dodder Court. Petitions have been received from residents of Dodder Court and the remainder of Oakstand Road and Oakstand Court. The neighborhood is somewhat split on extending the parking restrictions beyond present limits, however both sides agree that restrictions should be added temporarily until the school district adds facilities to help alleviate the problem. The Traffic Safety Committee recommends adoption of a resolution establishing time limited parking restrictions. Jorge Sanchez, 15655 Oakstand, spoke in support. Chris Mangum, 18111 Old Coach Road, spoke in opposition. General discussion ensued. Motion by Councilmember Goldby, seconded by Councilmember Rexford, to have the Council Subcommittee of Councilmember Higginson and Deputy Mayor Emery meet with the Poway Unified School Distdct to discuss potential resolutions to this problem. Motion carried unanimously. ITEM 11 (1160-01 ) ALL WAY STOP CONTROLS STONE CANYON ROAD AT DEL NORTE Staff report by City Manager Bowersox. Several residents of the Stone Canyon Road area have requested actions to improve traffic safety near the Del Norte intersection. They have pdmadly expressed concems with vehicle speeds. On October 12, 1999, the Traffic Safety Committee reviewed the updated staff report and received considerable resident response at the meeting. The Traffic Safety Committee recommends Council endorse their conclusion and concurrence with staff recommendations to 1) restdpe Stone Canyon Road along the entire length with a double yellow centedine; 2) install all way stop controls at Stone canyon Road and Del Norte; 3) review this location after one year to confirm that the stop controls themselves are not causing an undue hazard and 4) request the Sheriff's 6782 Page 5 - CITY OF POWAY - November 16, 1999 Department provide regular enforcement to minimize anticipated stop violations. Saylor, 12308 Buckskin Trail, spoke in support. Traffic Safety Engineer Robinson responded to questions of the Council. General discussion ensued. Motion by Councilmember Goldby to install yellow lines, increase enforcement, install a white '~fog" line, and revisit the issue in 3 months. If not improved, install all way stops. Motion died for lack of a second. Motion by Mayor Cafagna, seconded by Councilmember Rexford to install stop signs on Stone Canyon at Del Norte, monitor the area for 6 months and bdng a report back to Council. Motion carried unanimously. CITY ATTORNEY ITEMS City Attorney Eckis stated that he had joined the City in two Amicus Briefs, both immunity from liability issues. MAYOR AND CITY COUNCIL-INITIATED ITEM-~ 14. Deputy Mayor Emery expressed concerns about devlopment on hillsides and requested staff report back on the City's development standards. He also requested a letter of condolence be sent to the Poway couple whose son, Lt. Matthew T. Moneymaker, a Navy pilot, was recently killed during flight exercises in the Persian Gulf. 6783 Page 6 - CITY OF POWAY - November 16, 1999 15. 17. Councilmember Goldby requested staff evaluate landscape screening for hillside development projects. Councilmember Rexford requested staff look into the status of the Creek Road trail segment. 18. Mayor Cafagna requested information on the trail connection Huntington Gate, Saddlebrook Estates, and Twin Peaks Road.
