MAY 4, 2000
The May 4, 2000, adjourned regular meeting of the City Council of the City of
Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the City Council Chambers,
13325 Civic Center Drive, Poway, California.

SANDAG PRESENTATION
STATE/LOCAL FISCAL REFORM
City Manager Bowersox introduced Ken Fabricatore, Sr. Economist for SANDAG who
made a brief power point presentation on State - Local Fiscal Reform (copy on file in the
Office of the City Clerk), and responded to questions of the Council.

SPECIFIC PLAN 92-01
OLD POMERADO ROAD
City Manager Bowersox provided a brief introduction of the item. Overview of staff report
by Development Services Director Fritz. At the February 8, 2000 Council Meeting, in
response to a citizen request, Council directed staff to bring forward the Old Pomerado
Road Specific Plan as a workshop discussion item. Back in 1992, Council initiated the
preparation of a specific plan to evaluate planning and environmental issues related to
transportation/circulation, biology, historical resources, open space, floodway, and
community design. An Old Pomerado Road Specific Plan Committee was established to
provide input and direction for the plan. On April 13, 1993, the Council considered the
plan, however, during the public hearing, a number of citizens spoke in opposition to the
plan with specific concerns revolving around the extension of Stowe Drive, the need for
improvements to the area, and general timing and implementation of the plan. Based on
the testimony received and a petition with over 80 signatures of residents in the Old
Pomerado Road area opposing the project, the Council decided to terminate the process
and did not adopt a specific plan.
Several of the areas of concern have been resolved since that time. Unresolved issues
include: consistency of design standards for new development; protection of historic
structures; uses for the trailer park should it go away and remaining vacant property;
design standards for public right-of-way and code compliance efforts.
With development of the Valencia condominium project, much of the remaining
developable land in the area is designated for single family homes. The homes that have
been built in the area have not followed any common architectural style. New homes
would follow the City's standard Minor Development Review process. Regarding
structures of historic value, Big Stone Lodge is currently designated as a local historic
structure. The City could contract for an historic survey on the remaining rock buildings
to determine their historic value and eligibility as local historic structures.
The property located on the west side of Pomerado road, opposite Big Stone Lodge,
contains a trailer park. The property is designated Mobilehome Park (MHP). If the trailer
park is vacated, a new park could replace it. If an alternate use were to be considered,
a General Plan Amendment/Zone Change would be required. Depending on the use and
structure, a Development Review approval and possibly a Conditional Use Permit would
be required for the new use.

Jerry Long, 12321 Old Stone Road, expressed concem with design standards and future
redesignation of commercial property.
General discussion ensued.
Council directed staff to review a potential oveday or miniature specific plan and bring
back a report on appropriate mechanisms.

Deputy Mayor Higginson adjourned the meeting at 7:05 p.m. on motion by
Councilmember Emery, seconded by Councilmember Goldby.
