JUNE 1, 2000
The June 1, 2000, adjourned regular meeting of the City Council of the City of
Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the City Council Chambers,
13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedure for Public Oral Communications. The following
person was present wishing to speak:
Bob O'Connor, 13056 Poway Road, owner of Party Tyme Rentals, expressed concern
over receiving a notice that he was operating an illegal business on his property in regards
to the rental of RVs. Mr. O'Connor requested that Council consider allowing the rental
of RVs on his property since it is similar to the rental of trucks.

Introduction by City Manager Bowersox. Director of Development Services Fdtz provided
a brief overview of the staff report. This is a request to consider amending the commercial
use matrix to allow boat and recreational vehicle rental as a permitted use in the Mixed
Use, Community Business, Commercial General, and Auto/General Commercial zones.

Currently the zoning code prohibits the sale and rental of boats and recreational vehicles
as well as vehicle sales and leasing in the Community Business zone.
The applicant, Norman Snider, provided a brief overview of the history of the property and
his need for expanding his property to allow these additional uses.
Bob O'Connor, 13056 Poway Road, stated that he agreed that these types of businesses
should be permitted as long as they are considered on a case-by-case basis.
General discussion ensued. Council concurred that staff should prepare an initiation to
the Zoning Ordinance to expand the use category of vehicle rentals and to allow boat and
recreational vehicle rentals as a conditionally permitted use in the Community Business
zone.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 6:41 p.m. on motion by Councilmember Emery,
seconded by Councilmember Goldby.
