CC 2000 09-14CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING SEPTEMBER 14, 2000 The September 14, 2000, adjourned regular meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the Poway Community Center, 13094 Bowron Road, Poway, California. There was no one present wishing to speak. ITEM 1 (1401-11) GREATER OLD POWAY PARK OLD POWAY PARK SPECIFIC PLAN Introduction by City Manager Bowersox. The purpose of this workshop is to discuss the Old Poway Park Specific Plan goals and implementation strategies, review examples of potential redevelopment, and receive public input. Staff report by Redevelopment Services Director Johnson coveting the redevelopment issues and concepts. Objectives are to implement a pedestrian orientated village, be economically viable over the long term, include additional public use areas, compliment and work well with Old Poway Park, 7O38 Page 2 - CITY OF POWAY - September 14, 2000 to address existing parking and traffic issues, to create effective linkages and buffers between the proposed new development and the existing residential neighborhoods. A video presentation followed of the Old Poway Park area depicting attributes, themes and challenges. Development Services Director Fritz provided an overview of the Old Poway Park Specific Plan inclusive of a description, goals and implementation. Robert Ball, representing the Poway Unified School District, presented a conceptual drawing and phasing plan for Midland Elementary School. Slide presentations were then made by the following property owners: Dr. Norman Switzer, partner with Dr. Augustine provided a brief introduction of their proposed project involving the relocation of their animal clinic into a new Victorian style building across the street from their current location. Rod Meyers of Myco Enterprises Design Builders presented the proposed site plan and building renderings. John Ziebarth, Architect for Kevin McNamara, presented a master plan concept for the area, including exhibits depicting the current ownership of the area, existing traffic and parking conditions including a circulation element, creation of a rural lane, increasing the size of the farmer's market, pedestrian/commercial interaction, and integrated plan and an action plan. Roger Mohling of Mohling/Hoyt, presented their master plan design concepts along with slides of additional features to be considered for incorporation such as parking, landscaping, seating and mixed use. Mayor Cafagna then opened the meeting for public comments. ITEM 2 (203-14) DENSITY BREIHAN PROJECT Staff report by City Manager Bowersox. Council directed staff to prepare a report discussing how only 50 dwelling units were allocated to the Breihan Housing Site. A total of 289 dwelling units were anticipated within the 945 acres of residentially zoned land in the South Poway Planned Community, with 50 for the proposed Breihan Mobile Home Park. A total of 251 of the 289 residential units have been allocated to various residential projects within the South Poway Planned Community, leaving 38 unallocated units. The Council has determined that sufficient unit densities had already been allocated and the remaining 38 unallocated units were no longer needed. It is the City Attorney's opinion that any unit increase in density for the Breihan project must be retrieved from the unallocated units. To do otherwise would conflict with the provisions of Proposition FF. Mayor Cafagna and Councilmember Emery, Deputy Mayor Higginson and Councilmember Rexford concurred that the prior intention of the Council was to make these remaining 38 unallocated units go away. Councilmember Goldby stated he supported going to the community through the election process (Proposition FF) to see if they supported the adding of additional units. The following person was present wishing to speak: Chris Cruse, 13734 Utopia, spoke in opposition 7040 Page 4 - CITY OF POWAY - September 14, 2000 Motion by Councilmember Emery, seconded by Councilmember Rexford, to direct the City Attorney to bring back a means to terminate the phantom units. Motion carried 4-1 with Councilmember Goldby voting "no." ITEM 3 (701-04) INITIATION OF ZONING ORDINANCE AMENDMENT CRAFT FAIRS IN RESIDENTIAL ZONES Staff report by City Manager Bowersox. The City has received a request from Linda Gaut to adopt an ordinance that would allow arts and crafts shows to occur within the City's residential zoning districts. She had been operating a seasonal crafts show at her previous residence. The zoning ordinance does not allow this type of use in a residential zone. When she moved to her current residence on Aubrey Street, the City received complaints from the surrounding residents. She was advised at that time that the use was not allowed by City codes. In order to allow the use to operate, the City is being requested to amend the zoning ordinance to allow this type of use via an administrative permit. Such an ordinance would apply to all residential districts in the City and would create an avenue for a limited commercial use within the residential neighborhoods. Additionally, this would create a new permit precess to be administered by the Development Services Department. The permit would be issued by staff and would have to comply with performance standards to ensure no impacts to the surrounding neighborhood. Pdor to issuance of any permit, the surreunding neighborhood would be notified (minimum 500 foot mailout). If there was neighborhood opposition, the matter would be scheduled for review by the Council. Leopold, Marigold Drive, spoke in opposition Linda and Stacy Gaut, 13664 Adrian Street, applicant, spoke in support Anita Kennedy, 13628 Marigold Drive, spoke in support Motion by Mayor Cafagna, seconded by Councilmember Rexford, to allow the November and December shows only to proceed with restricted parking on the Poinsettia side of the street and utilization of the McNamara site.
