RESOLUTION NO 08-083 A RESOLUTION OF THE CiTY COUNCIL OF THE CITY OF POWA Y ADOPTING A MASTER SCHEDULE OF FEES WHEREAS, the City Council of the City of Poway has the authority to establish fees for City services, and WHEREAS, the City Council finds it necessary to recover the costs for City services, and WHEREAS, the City completed an Overhead Cost Allocation Study and resulting Cost Allocation Plan, that was accepted by the City Council on May 15, 2007, and WHEREAS, the Overhead Cost Allocation Plan identified a General City Overhead Rate and allows for cost recovery to the General Fund, paid from other funds, and WHEREAS, a comprehensive review of the City's fees has been conducted, using the 2007 cost allocation model, which has revealed that many of the City's fees need to be adjusted, either higher or lower, to appropriately recover the City's costs of providing the services, and WHEREAS, an updated fee schedule has been developed which is consistent with the City Council's direction regarding cost recovery, which is set forth in the attached Master Schedule of Fees, and WHEREAS, the proposed fees do not exceed the reasonable costs of providing the services for which the fees are imposed, and WHEREAS, the proposed fees will supersede any previously established fee for the specified City services, and WHEREAS, a duly noticed public hearing has been held, allowing for public comment on the establishment of said fees. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Poway as follows Section 1. The foregoing recitals are true and correct, and the City Council so finds and determines. Section 2. That the fees shown in the attached Master Fee Schedule (Exhibit A) are hereby adopted, and supersede any previously established fee for the identified City service Resolution No 08-083 Page 2 Section 3.
