REGULAR MEETING
DECEMBER 12, 2000
The December 12, 2000, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325
Civic Center Drive, Poway, California.

PRESENTATIONS
Mayor Cafagna presented Jim Hall with a Certificate of Appreciation for serving on the
Parks and Recreation Committee. Mayor Cafagna stated that certificates would also be
sent to Jennifer Figueroa - Teen Issues Committee; Jon Gerdemann - Teen Issues
Committee; Monica Sullivan - Teen Issues Committee; Millie Mordick - Senior Issues
Committee; Juil White - Parks & Recreation Committee; and Marion Scire' - Performing
Arts Committee.
Mayor Cafagna presented an Employee Service Award to Javid Siminou, City Engineer, 15
years.

Mayor Cafagna explained the procedure for Public Oral Communications. There was no
one present wishing to speak.

Motion by Deputy Mayor Goldby, seconded by Councilmember Emery, to approve the

BIMONTHLY SEWER SERVICE CHARGES
Mayor Cafagna opened the public hearing and read the title of Ordinance No. 533, "An
Ordinance of the City of Poway, California, Amending Chapter 13.03.010, Schedule of
Bimonthly Sewer Services Charges - Commodity Rates - Single Family Residence."
There was no one present wishing to speak.
Motion by Deputy Mayor Goldby, seconded by Councilmember Rexford, to close the
public hearing, waive further reading and adopt Ordinance No. 533. Motion carried
unanimously (roll call vote.)

CONDITIONAL USE PERMIT 00-23
APPLICANT: BILL HOLSAPPLE-
RED SPOT PAINT & VARNISH CO.
Mayor Cafagna opened the public headng. Staff report by City Manager Bowersox. The
applicant is requesting a Conditional Use Permit to allow the establishment of a new
product division for the company with a sports coating sales office, tint adjustment lab,
finished goods storage and distribution of paint within an existing building at 12150
Dearborn Place. A conditional use permit is required for warehousing or distribution of
hazardous materials/chemicals.
There was no one present wishing to speak.
Motion by Deputy Mayor Goldby, seconded by Councilmember Higginson, to close the
public hearing, and adopt Planning Resolution No. P-00-96, entitled, "A Resolution of the
City Council of the City of Poway, California Approving Conditional Use Permit 00-23
Assessor's Parcel Number 317-271-15." Motion carried unanimously.

REQUEST FOR REHEARING
COMPREHENSIVE SIGN PROGRAM (CSP) 00-03

Mayor Cafagna opened the public hearing. Staff report by City Manager Bowersox. Staff
is requesting that the rehearing for this item be continued to the City Council meeting of
January 9, 2001, because the applicant has initiated further discussion regarding the
compliance matter. Mr. Bowersox stated this would be the last continuance of this item.
There was no one present wishing to speak.
Motion by Deputy Mayor Goldby, seconded by Councilmember Higginson, to continue the
item to January 9, 2001. Motion carried unanimously.

ART GALLERY SURVEY REPORT
Introduction by City Manager Bowersox. Staff report by Community Services Director
Clark. Under the direction of the City Council, staff has been conducting a fact-finding
study to assist in the preparation of plans for a possible municipal art gallery in the City of
Poway. An ad-hoc committee consisting of Councilmember Rexford, City Manager
Bowersox, Community Services Director Clark, Redevelopment Services Director Johnson
and two citizens from the Poway fine arts committee, Jean Jarrell and Ann Mitchell, visited
seven different art exhibition facilities in San Diego County. Staff, along with the members
of the ad-hoc committee, have determined that additional facilities need to be researched
in other communities of Southern California, and outside San Diego County. Staff is
proposing to gather information on the level of involvement, interest and participation of the
community in the fine arts. Local gallery patronage, membership in fine arts associations
and artists consortia, fine arts related philanthropy and other information will be collected
and collated. Staff is also proposing that the Charter for the Community Arts Advisory
Committee be adopted. This committee will assist in the further planning and development
of a proposed municipal art gallery. The proposed committee would be comprised of two
appointees by the Mayor and each member of the City Council and one member of the City
Council appointed by the Mayor.

Motion by Councilmember Rexford, seconded by Mayor Cafagna, to direct staffto continue
to research and pursue the investigation of the possible placement of an Art Gallery in the
Old Poway Redevelopment Area; and to adopt the Charter for the Community Arts
Advisory Committee with the amendment that it be called the Poway Community Fine Arts
Advisory Committee. Motion carried unanimously.
ClTY MANAGERITEMS
City Manager Bowersox stated that due to the recent energy cdsis, the holiday lights
on Poway Road had been turned off. The situation will be re-evaluated as it gets
closer to the holidays to determine whether or not they can be turned back on.

Mayor Cafagna called for a Closed Session as requested by the City Attorney at 7:36
p.m.
CALL TO ORDER AND ADJOURNMENT
Mayor Cafagna called the meeting to order at 9:20 p.m., with all Councilmembers present
and adjourned the meeting at 9:22 p.m., on motion by Deputy Mayor Goldby, seconded by
Councilmember Rexford.
