CC 2001 01-11CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING JANUARY 11, 2001 The January 11,2001, adjourned regular meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There was no one present wishing to speak. ITEM 1 (704-10) STORAGE BOATS/MOTOR HOMESNANS/TRAILERS RESIDENTIAL STREETS Staff report by City Manager Bowersox. At the April 4, 2000 meeting, three residents on Earlgate Court and Fairgate Drive spoke under Public Oral Communications about the excessive parking of boats, motor homes and vans on public streets in their neighborhood. Staff was asked to review the available options with regard to prohibiting the storage of such vehicles on public streets. 7136 Page 2 - CITY OF POWAY - January 11, 2001 Staff is requesting Council provide direction as deemed appropriate and suggests that should Council decide to pursue a code amendment, it include the elements discussed in the report. Frank Killen, 14915 Conchos Drive, spoke in opposition of staff recommendation. Donald Sheelan, 14517 Bodoin, spoke in opposition to staff recommendation. Natalie Ann Richards,14562 Kennehunk Street, spoke in opposition of staff recommendation. Percy Schlecht, 13640 Tobiasson Road, spoke in opposition of staff recommendation. Jon Perkins, 13452 Ogunquit Avenue, spoke in opposition of staff recommendation. Ray Yankowski, 13032 Gate Drive, spoke in support of staff recommendation. Gary Wirlee, Maureen Street, spoke in opposition of staff recommendation. Kevin Campbell, 13029 Earlgate Court, spoke in support of staff recommendation. John Moore, 13048 Gate Drive, spoke in opposition of staff recommendation. Peggy Lester, Sheriff's Volunteer Patrol, expressed enforcement difficulty with current ordinance. Don Kessling, Tustin Street, spoke in opposition of staff recommendation. Council concurred to refer the item back to Staff for tighter enforcement of the 72 hour law. ITEM 1 (203-03) DRAFT ZONING ORDINANCE OUTDOOR DISPLAY AND SALES Staff report by City Manager Bowersox. The permitting of Outdoor Display and Sales was discussed at Council Workshops on October 19, 1999 and February 10, 2000. At the February Workshop, staff was directed to bdng back an ordinance amendment addressing the issues discussed as follows: 1) Method of computing display area; 2) Allowing daily outdoor displays by right; and 3) The type of merchandise that could be displayed. The following person was present wishing to speak: 7137 Page 3 - CITY OF POWAY - January 11, 2001 Jack Duncan, 3250 Sports Arena Boulevard, San Diego, representing Dixieline, spoke in support of the proposed ordinance. Council concurred with the need for an Administrative Permit at $125 and requested a review of how the process is working after it has been in place for one year. ITEM 3 (202-01) UPDATE CITY COUNCIL GOALS AND OBJECTIVES Staff report by City Manager Bowersox. Annually the City Council reviews the status of Goals and Objectives established from the current fiscal year to begin developing Goals and Objectives for inclusion in the upcoming fiscal year's financial plan. A draft of FY 1999-00 Goals and Objectives is submitted for Council review. Staff will incorporate Council comments from today's meeting into a report for the Consent Calendar within 60 days of this workshop. The following person was present wishing to speak: Bill Fay, 14464 Pebble Canyon requested continued Council support for the Arts. Council requested the following revisions to existing goals: 2.2.2 Strengthen Relationship with Poway Unified School District. Update the status of this goal with more detail in resolving the traffic circulation issues at Poway High School with Poway Unified School District. 5.1.1 Additional Playing Fields and Active Recreational Parkland Facilities. Add specific information about girls softball fields. 5.3.1 Open Space Acquisition. Goal should be more specific to heritage lands. Council requested the following new goals for FY 01-02: 6.1.2 Inclusion of an Arts Gallery within the Old Poway Park Specific Plan Area. 7138 Page 4 - CITY OF POWAY - January 11, 2001 5.1.5 Completion of Skateboard Park. 6.1.3 Kumeyaay Ipai Interpretive Center at Pauwai 3.1.3 Divestiture of the Mobilehome Parks. 5.1.2 Afterschool Program and Care for Middle School Students. The Boys and Gids Club is briefly mentioned in 5.1.2 - however, a separate goal, 5.1.6 should be created specific to the Boys and Girls Club. 5.4.1 Goodan Ranch A new goal should be created for Goodan Ranch. The City has partnered with the City of Santee, the County of San Diego, and the State of California to preserve 325-acres consisting of a mix of diverse habitats including grassland, riparian, coastal sage, oak woodland, and mixed chaparral. A master plan has been approved with the desire to have restroom facilities constructed on-site. In addition, the City will seek grants in conjunction with our partners. Dee Fleischman, 15070 Pomerado Road, mentioned the need for bus benches with shelter and posting the running times at the bus stops. Council referred this item back to staff for appropriate action.
