CC 2001 01-16CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING JANUARY 16, 2001 The January 16, 2001, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following people were present wishing to speak: Ed Schaefer, 15151 Crock Road, thanked Council for their action on the Crocker Road Trails and requested an additional sign be placed at Golden Sunset and Crocker Road. 7140 Page 2- CITY OF POWAY- January 16, 2001 Howard Stacklin, 13149 Tobiasson Road, expressed his views the Boy Scouts and the electrical shortage. CONSENT CALENDAR Motion by Deputy Mayor Goldby, seconded by Councilmember Emery, to approve the Consent Calendar as follows: Ratification of Warrant Register for the Period of December 18-22, 2000. (401-10) Approval of Minutes - City Council December 19, 2000 - Regular Meeting December 26, 2000 - Canceled Regular Meeting January 2, 2001 - Canceled Regular Meeting Appropriation of Additional Funds in the Amount of $9,350 for the Engineer's Report on the Old Coach Water Line Extension Assessment District. (602-01 #1295) 5.1 Adopted Resolution No. 01-003 - Approval of Sale of City Property Located at 13202 Poway Road. (1002-03) Motion carried unanimously. ITEM 1 APPROPRIATION OF FUNDS ACQUISITION OF PROPERTY 13104 CARRIAGE ROAD SELLERS: WILLIAMS, BARNES AND RICHTER (1002-01 R) Mayor Cafagna opened the public hearing. Introduction by City Manager Bowersox. The City of Poway has learned that a three-parcel site adjacent to the Kumeyaay-lpai Interpretive Center at Pauwai (APNs 317-490-33, 36 and 370) has been listed for sale. The purchase price is $390,000, a Phase 1 environmental hazard assessment is $2,600, and estimated closing costs are under $3,000. Staff is requesting an appropriation of $395,600 to acquire the property. 7141 Page 3 - CITY OF POWAY - January 16, 2001 The following person was present wishing to speak: Eamon Kavanagh, 13243 Evanston Drive, thanked staff and the Council for their support of the Kumeyaay-lpai Center. Motion by Councilmember Emery, seconded by Councilmember Rexford, to close the public hearing, issue a Negative Declaration, appropriate $395,600 and approve the purchase of 13104 Carriage Road. Motion carried unanimously. CITY MANAGERITEMS o City Manager Bowersox announced that Elaine Wilcox had been involved in a serious car accident on Sunday, January 13th. She is doing well, but will be out of the office for a long recovery. CITY ATTORNEY ITEMS Closed Session Public Employee Performance Evaluation Government Code §54957 Position Title: City Manager MAYOR AND CITY COUNCIL - INITIATED ITEMS Councilmember Emery requested that an item be placed on an upcoming workshop agenda to discuss the Poway transit system. CLOSED SESSION Mayor Cafagna called for a Closed Session as requested by the City Attorney at 7:15 p.m. CALL TO ORDER AND ADJOURNMENT Mayor Cafagna called the meeting to order at 8:37 p.m., with all Councilmembers present and adjourned the meeting at 8:39 p.m., on motion by Deputy Mayor Goldby, seconded by Councilmember Emery.
