CC 2001 02-13CITY OF POWAY, CALIFORNIA MINUTES OF THE CiTY COUNCIL REGULAR MEETING FEBRUARY 13, 2001 The February 13, 2001, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. Road, expressed his views on the energy 7162 Page 2 - CITY OF POWAY - February 13, 2001 CONSENT CALENDAR Deputy Mayor Goldby requested Item 6 be pulled from the Consent Calendar for discussion. Motion by Deputy Mayor Goldby, seconded by Councilmember Higginson, to approve the remainder of the Consent Calendar as follows: Ratification of Warrant Register for the Period of January 15 -19, 2001. (401-10) Approval of Minutes - City Council January 23, 2001 - Regular Meeting 4. Approval of City's Investment Report as of December 31,2000. (408-01) 5. Approval of Revisions to Teen Issues Committee Charter. (701-09) Approval of Appropriation of $33,091 from the General Fund for the Local Law Enforcement Block Grant, of which $33,091 will be repaid by the Grant. (401-30) 7.1 Approval of Final Map for Tentative Parcel Map 97-10, Zdravko and Sharon Divjak, Owners; located at 13980 Millards Ranch Lane. (203-02) Motion carried unanimously. ITEM lA (701-18) COLOR CITY LOGO CITY FLAG DESIGN Staff report by City Manager Bowersox. The official City seal is a black and white image of Twin Peaks and the Poway Oak Tree. The seal was adopted by the City Council on December 29, 1981, and is used on business cards and City stationery. Recently, color versions of the City seal have been developed and used by staff on shirts, lapel pins, posters, and on City Transit buses. The color logo has been screened in several different color variations from tan shades to blue and greens. Over time, the use of color images for the City seal has evolved to include Lake Poway as a design element of the City logo. The 20th Birthday Subcommittee of the City Council recently developed a lapel pin for the event in Old Poway Park. 7163 Page 3 - CITY OF POWAY - February 13, 2001 This report recommends the adoption of an official color City logo using the colors of the 20th birthday commemorative pin. Approval of the color logo is not intended to replace the current black and white seal on letterhead, rather the design is to be used to create a City flag and to provide a standard color logo for other appropriate uses. Deputy Mayor Goldby presented an alternate color scheme with a gray background rather than burgundy and suggested the use of the ribbon as on the 20"~ Birthday lapel pin with the years of incorporation. Motion by Councilmember Rexford, seconded by Councilmember Higginson, to approve staff recommendation. Motion carried 4-1 with Councilmember Emery voting "no." ITEM 6 (601-03) AUTHORIZATION TO SOLICIT PROPOSALS COCA-COLA AND PEPSI EXCLUSIVE AGREEMENT VENDING MACHINES AT CiTY PARKS/FACILITIES Staff report by City Manager Bowersox. The City currently has vending machines provided at various parks and facilities without a formal agreement. The City does not receive any revenue from the sales generated by these machines. An exclusive vending machine contract will generate revenue to the City. Councilmember Goldby expressed concerns with this being viewed as an endorsement of a particular brand, other vendors are not involved, soft drinks are not healthy. If the City wants a revenue source, they should charge a franchise. Motion by Councilmember Emery, seconded by Councilmember Higginson, to approve staff recommendation. Motion carried 4-1 with Deputy Mayor Goldby voting "no." ADJOURNMENT Mayor Cafagna adjourned the meeting at 7:23 p.m. in memory of Faith Mohling and Ralph Powers, two prominent Powegians who recently passed away, upon motion by Councilmember Emery, seconded by Deputy Mayor Goldby.,..
