The February 27, 2001, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325
Civic Center Drive, Poway, California.

Motion by Councilmember Emery, seconded by Deputy Mayor Goldby, to approve the
Consent Calendar as follows:
Ratification of Warrant Register for the Period of January 29 through February 2,
2001. (401-10)
Approval of Minutes - City Council
February 1, 2001 - Canceled Adjourned Regular Meeting
February 6, 2001 - Regular Meeting
Award of bid for the purchase of one 5-cubic yard and one 10-cubic yard dump truck
to E&W Truck and Equipment Company, in the amount of $178,788.63.

Award of bid for the Rental of an Asphalt Grinder and Operator (Bid 01-011) to
Pavement Recycling Systems, Inc. in the amount of $362.60/per hour. Adoption of
Resolution No. 01-008 - Authorizing the Director of Public Works to Approve Annual
Contract Extensions with Pavement Recycling Systems, Inc. through 2005.

Adoption of Resolution No. P-01-09, entitled "A Resolution of the City Council of the
City of Poway, California Approving Minor Development Review 94-38R Assessor's
Parcel Number 321-270-55," Elwood Norris, Applicant: A request to complete
additional grading on a 40-acre residential property located at 16101 Blue Crystal

Motion carried 4-0 with Councilmember Higginson absent.
ITEM 2 (1401-11)
OLD POWAY PARK SPECIFIC PLAN
REDEVELOPMENT SITE CONCEPT PLAN
Staff report by City Manager Bowersox. The Council held a workshop in September of
2000, to discuss proposed development in the Old Poway area. Based on input provided
by the public and Council, a Site Development Concept Plan has been created that
incorporates the comments and the development potential of the area.

The plan includes an arts center veterinary clinic, restaurant pads, retail space, a mixed
use building and secondary access/travel lane.
The following people were present and spoke in support of the proposed plan:
Dee Fleischman, 15070 Pomerado Road.
Rod Myers, 11808 Rancho Bernardo Road #11, San Diego, representing Midland Animal
Clinic, expressed concerns with potential grading problems created by turning the building.
Kevin McNamara, 12919 Corte Juana.
Carrie Fay, 14464 Pebble Canyon Drive, representing the North County Society of Fine
Arts.
General discussion ensued.
Council concurred with the release of the plan for public review and directed staff to
proceed with the public input process including a workshop and creation of a design
concept for the appearance of the art gallery.
MAYOR AND CITY COUNCIL-INITIATED ITEMS

Councilmember Emery stated he and his wife Suzanne would be retiring from their
Educational Careers on May 25, 2001.

Deputy Mayor Goldby requested and received Council concurrence for increased
traffic (speed) enforcement around Poway High School. Staff will do periodic
intense patrols and report back.

Councilmember Rexford requested EDCO provide more advance notice when
changing pick up times.

ADJOURNMENT
Mayor Cafagna adjourned the meeting at 8:00 p.m., upon motion by Councilmember
Emery, seconded by Councilmember Rexford, to March 1,2001,6:00 p.m., City Council
Chambers, 13325 Civic Center Drive, Poway, California, in memory of long-time City
employee and dock attendant Don Lewis who passed away this past weekend.
