CC 2001 03-27CiTY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING MARCH 27, 2001 The March 27, 2001, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PRESENTATIONS Mayor Cafagna presented a Proclamation declaring the month of April 2001 as "Emergency Preparedness Month" to Fire Chief Garry MacPherson. Bill Cross and Catherine Lambert representing the Weingart Senior Center presented City Manager Bowersox with a plaque of appreciation for his 20 years of service to the City of Poway and a complimentary one-year membership to the Senior Center. 7189 Page 2 - CITY OF POWAY - March 27, 2001 Mayor Cafagna presented City Manager Bowersox with a California State Senate Certificate from State Senator Battin, marking his anniversary and congratulating him on a job well done. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following person was present wishing to speak: Howard Stacklin, 13149 Tobiasson Road, suggested radio stations be contacted to announce power outage information and expressed his views on the energy situation. CONSENT CALENDAR Councilmember Emery requested Item 9.2 be pulled from the Consent Calendar for discussion. Motion by Deputy Mayor Goldby, seconded by Councilmember Rexford, to approve the remainder of the Consent Calendar as follows: Ratification of Warrant Register for the Periods of February 26 - March 2 and March 5-9, 2001. (401-10) o Approval of Minutes - City Council March 6, 2001 - Regular Meeting o Adoption of Resolution No. 01-012 - Authorizing the City Department Head to Destroy City Records After The Same Are No Longer Required. (304-03) Approval of Release of Grading Security 125803 in the amount of $158,800 and Reduction of Cash Security from $39,700 to $30,000 for Country Ridge Estates, MDRA 99-104, Tim Connole, Applicant. (203-10) Approval of Final Map for Tentative Tract Map 90-06, Carmel Mountain Views, Chicago Trust Company of California, as Trustee of Trust No. 00-4833, Owner. Property located at the north end of EisenhowerAvenue. (203-01/602-01 #1474) Award of Bid for the Rental of Dump Trucks and Drivers (Bid 01-010) to Kissinger Equipment Rental, in the amount of $62.00/per hour. Adoption of Resolution No. 01-013 - Authorizing the Director of Public Works to Approve Annual Contract Extensions with Kissinger Equipment Rental through 2005. ITEM I (203-10) MINOR DEVELOPMENT REVIEW 00-25 MISSION FEDERAL CREDIT UNION APPLICANT: THE STICHLER GROUP Mayor Cafagna opened the public hearing. Staff report by City Manager Bowersox. This is a request to allow a 3,824 square foot addition to and remodel of an existing building for a Mission Federal Credit Union located at 13465 Poway Road. There was no one present wishing to speak. Motion by Councilmember Emery, seconded by Councilmember Higginson, to close the public hearing and adopt Planning Resolution No. P-01-12 entitled, "A Resolution of the City Council of the City of Poway, California Approving Development Review 00-25 Assessor's Parcel Number 317-820-03." Motion carried unanimously. ITEM 2 (205-04) 2000-01 MIDYEAR BUDGET ADJUSTMENTS Staff report by City Manager Bowersox. Each year all City Departments perform a budget review at the mid point to determine if budget adjustments are necessary. On June 27, 2000, Council approved an amended FY 2000-01 Financial Program and established a General Fund Budget in which revenues exceeded expenditures by $1,139,088. The Financial Program, as adopted for FY 2000-01, established an operating budget of $45,333,695 and a Redevelopment/Housing Services operating budget of $5,234,700. In addition, the Program funded $3,845,013 for the City and Redevelopment Agency capital improvement projects. At this point, staff is projecting that FY 2000-01 will close with a General Fund surplus of approximately $2,962,845 and will be compiling an updated five-year final forecast for the General Fund for Council consideration at the June 12, 2001 meeting. The forecast will evaluate the extent to which increasing revenues and the General Fund surplus are sustainable in future years. Changes to the initial staff report included the removal of the appropriation for Metro Sewer as on March 13, 2001, Council approved an appropriation for additional sewer capacity with the Padre Dam Municipal Water District. An appropriation of $348,130 for Traffic Signal Revitalization was added. This CIP was established approximately two years ago to begin the revitalization 7191 Page 4 - CITY OF POWAY - March 27, 2001 of Poway's signalized intersections using Lighting Assessment District funding. The work will be completed under the existing Street Lighting/Traffic Signal Maintenance Contract and will include all lighting components to be light-emitting diode lamps (LEDs) and include battery back-up units. Finally, the City's Public Works Department has been working on a plan to provide maintenance for all City facilities. A new fund will be created for the ongoing project, with initial funding being provided by a transfer of $1.6 million from the General Fund. There was no one present wishing to speak. Motion by Councilmember Emery, seconded by Deputy Mayor Goldby, to adopt Resolution No. 01-014 entitled, "A Resolution of the City Council of the City of Poway, California Approving Midyear Budget Amendments for Fiscal Year 2000-2001 ," and Resolution No. R-01-01 entitled, "A Resolution of the Poway Redevelopment Agency Approving Midyear Budget Amendments for Fiscal Year 2000-01." Motion carried unanimously. 9.1 (203-10) MINOR DEVELOPMENT REVIEW 00-120 APPLICANT: SEAN TRACY Staff report by City Manager Bowersox. This is a request to construct a 3,716 square foot, single-family home and 852 square foot garage located at 12920 Glen Circle Road. City Manager Bowersox and Development Services Director Fritz responded to questions from the Council on the location of the property and the site location of the house. Motion by Councilmember Emery, seconded by Deputy Mayor Goldby, to adopt Resolution No. P-01-13 entitled, "A Resolution of the City Council of the City of Poway, California Approving MDRA 00-120 Assessor's Parcel Number 275-240-36?' Motion carried unanimously. CITY ATTORNEY ITEMS 11A. City Attorney Eckis requested a Closed Session pursuant to Government Code §54957.6; Agency Negotiator: James L.
