There was no one present wishing to speak. ITEM I (1401-14) PRESENTATION DOMINY & ASSOCIATES ARCHITECTS BLUE SKY MASTER PLAN 7200 Page 2 - CITY OF POWAY - April 5, 200'1 Staff report by City Manager Bowersox, In1989, the County of San Diego, the California Department of Fish and Game, and the City of Poway jointly purchased approximately 480 acres of land. The area was designated the Blue Sky Ecological Reserve. Through subsequent purchases, the Reserve now consists of approximately 700 acres of willow- sycamore habitat and coast live oak woodlands, a perennial stream, and hillside rich with coastal sage scrub and mixed chaparral. In 1996, the City of Poway received $200,000 in Environmental Mitigation and Enhancement Grant funds to assist in the acquisition of 16.35 acres of land adjacent to the Reserve. This property, popularly known as the "Gillespie Property," sits outside the boundary of the Reserve and is not subject to restrictions that are imposed on the reserve by the California Department of Fish and Game. It is an environmentally disturbed tract that was previously used as an avocado orchard. Construction of the Blue Sky Ecological Reserve Education on this property is proposed to provide an environmental education opportunity for the 30,000+ people who visit the Reserve each year. The Center would also provide for parking and other support facilities that are currently lacking. The Blue Sky Community Foundation Board, along with the City of Poway, initiated and supported the development of the Education Center, with the Community Foundation playing an active role in fundraising. City Staff has also applied for and obtained grant funds for improvements to the site, including a parking lot and a bust stop. Additional funds from the State of California have been received through the support of State Assemblywoman Charlene Zettel and the Region's previous State Senator, David Kelley. On October 31,2000, the City Council and the Blue Sky Community Foundation authorized staff to hire Dominy & Associates Architects to design a master site plan for the Education Center. The following members of the Blue Sky Community Foundation Board were present: Bill Chaffin, Ed Jones, Ed Knight, Mary Lee Olson, Nancy Schultz, Robert Thomas. Lew Dominy and David Pfeifer of Dominy & Associates Architects along with Jon Powell of Deneen Powell Atelier, Inc. made a presentation on the conceptual design for the Education Center and responded to questions of the Council. Suzy Wilber, Assistant Interpreter with the San Diego County Parks Department responded to questions regarding parking at Blue Sky. 7201 Page 3 - CITY OF POWAY - April 5, 2001 Ed Jones requested the Council and Foundation Board take action to approve the Master Plan. Additionally, he requested Council direct City staff to work with the project team to retain a construction manager to explore feasible cost reductions while maintaining the design concept presented; proceed with Phase I design/construction documents with a project budget not to exceed $977,000. Mr. Jones explained the funding would consist of Public Access in the amount of $375,000, Parking $440,000 and Site Amenities to include the amphitheater and public restrooms at $162,000. The sources of funding would be the existing funding obtained by the City of TDA grants $280,000, CTC $250,000 and Legislative $26,030. Additionally the Blue Sky Foundation funds raised in the amount of $67,030 for a combined total of $633,625. For the remaining deficit of $353,970, Mr. Jones requested the Blue Sky Foundation contribute the balance of their raised funds, approximately $78,375 and the City of Poway provide an additional $275,000. Mayor Cafagna explained that Council could not take action at this evenings meeting, however, Council concurred with the concept Master Plan and directed staffto review the funding request in the context of other Capital Improvement Projects that are in process, determine what could be accommodated and bring a report back during the budget process for Council review. ITEM 2 (203-18) PRE-DEVELOPMENT CONFERENCE APPLICANT: GEICO, Staff report by City Manager Bowersox. This is a request for a Specific Plan Amendment to allow a lightning protection system to exceed the maximum permitted height of 45 feet for structures on the interior of the business park by 15 feet. Two lightning rods would be added to the roof of the building. The following person was present wishing to speak: Alex Gomez, Facility Manager for Geico, spoke in support of the request and responded to questions of the Council. The Council expressed no objections to the proposed system. ITEM 3 (203-21) COMMUNITY MEETINGS POWAY ROAD REVITALIZATION Director of Redevelopment Services Johnson provided a brief overview of the goals of the Economic Development Division to work with the community to identify appropriate 7202 Page 4 - CITY OF POWAY - April 5, 2001 economic development activities for Poway Road, They have worked in partnership with the Poway Chamber of Commerce to create a program that will be informative and give the residents and businesses an opportunity to provide input. The input will be used to assist staff in crafting an implementation strategy that is responsive to affective businesses and residents. Council concurred to receive and file the report. ITEM 3.1 (1506-06) WIRELESS TELECOMMUNICATION FACILLITIES Introduction by City Manager Bowersox. Staff report by City Planner Brindle. Recently Council denied a wireless telecommunications structure proposed as a false water tank. Council expressed concerns regarding the construction of new structures in order to accommodate these facilities as well as inquired as to perceived health risks from cumulative effects of electromagnetic radiation sites. Ms. Brindle presented information on pending applications for new structures; number, location any type of facilities approved to date; number, location and type of facilities formally submitted but not yet approved; and number of planned facilities not yet submitted for approval. Also provided were photos showing examples of the types of facilities approved and proposed to date. The following person was present wishing to speak: Jerrold T. Bushberg, PhD., DABMP, Clinical ProfessodDirector of Health Physics Programs UC Davis, Department of Radiology, School of Medicine, Department of Environmental Health & Safety, 2315 Stockton Blvd., Sacramento CA 95817 spoke regarding the cumulative effects and safety of the facilities and responded to questions of Council and staff. Council concurred that the wireless telecommunication facility antennas should be kept on public facilities, existing street lights, telephone poles and be co-located whenever possible, but will consider other options.
