CC 2001 04-24CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING APRIL 24, 2001 The April 24, 2001, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PRESENTATIONS Mayor Cafagna presented a $500 community contribution check to Laurie Hilles and Dave Mayfield, for the Rancho Bernardo High School Grad Nite 2001. Mayor Cafagna presented a Proclamation declaring the Month of April 2001 as Fair Housing Month to Tom Tremble, Chairman of the Poway Housing Commission. 7212 Page 2 - CITY OF POWAY - April 24, 2001 Council viewed a PowerPoint presentation regarding Summer Energy Preparedness by Don Parent, Public Affairs Manager for San Diego Gas and Electric. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following people were present wishing to speak: Michael Felix, 13001 Bowron Road, expressed his views that the Poway Unified School District should fence the Midland and Pomerado Elementary School campuses, and perform lock down drills at all school campuses. Paul Schwab, 13981 Carriage Road, representing the Poway Center For the Performing Arts Foundation, invited all in attendance to the Rites of Spring - Catch a Rising Star fundraiser being held May 19, 2001. Ed Carboneau, 14078 Pomegranate Avenue, expressed his views on the Redevelopment Agency. Howard Stacklin, 13149 Tobiasson Road, expressed his views on energy issues. CONSENT CALENDAR Motion by Councilmember Higginson, seconded by Councilmember Rexford, to approve the Consent Calendar as follows: 2. Ratification of Warrant Register for the period of April 2-6, 2001. (401-10) Approval of Minutes - City Council April 3, 2001 - Regular Meeting April 5, 2001 - Adjourned Regular Meeting April 10, 2001 - Canceled Regular Meeting Approval of Occupancy License Agreement for Use of City of Poway's Public Right- of-Way by Broadwing Communications, and authorization for the Mayor to execute the Agreement as approved by the City Attorney. (602-01#1476) 5.1 Adoption of Resolution No. 01-022 - Opposing the State Proposal to Buy Transmission Lines of Pacific Gas & Electric, Southern California Edison, and San Diego Gas & Electric. (118o-05) Approval of Positions on Pending Legislation: Support AB 3 Property Tax Revenue Shifts: Limitations; ACA 9 Transportation Funding; SB 68x Electricity: Blackouts; SB 211 Redevelopment: Indebtedness. Oppose AB 73 Vehicle Fines: Records, AB 196 Blood Borne Diseases, NFPA 1710 National Fire Protection Association Standards. (701-11 ) Motion carried unanimously. CITY ATTORNEY ITEMS City Attorney Eckis requested the following Closed Session. He then stated that a report out would not be made. B. Conference with Legal Counsel - Threatened Litigation Discussion on whether or not to initiate litigation Government Code §54956.9(c) Number of potential cases: I MAYOR AND CITY COUNCIL - INITIATED ITEMS 11. Councilmember Rexford requested staff look for a third site for the annual clean-up program. CLOSED SESSION Mayor Cafagna called for Closed Session at 7:50 p.m., as requested by the City Attomey. CALL TO ORDER AND ADJOURNMENT Mayor Cafagna called the meeting back to order at 8:11 p.m. with all members present, and adjourned the meeting at 8:22 p.m., upon motion by Councilmember Rexford, seconded by Councilmember Higginson.
