CC 2001 06-21CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING JUNE 21, 2001 The June 21,2001, regular meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCILMEMBERS PRESENT AT ROLL CALL Bob Emery, Jay Goldby, Betty Rexford (arrived at 6:10 p.m.), Mickey Cafagna COUNCILMEMBERS ABSENT AT ROLL CALL Don Higginson STAFF MEMBERS PRESENT James Bowersox Lori Anne Peoples Tamara Smith Niall Fritz Javid Siminou Patti Brindle Jennifer Johnson City Manager City Clerk Assistant City Attorney Director of Development Services City Engineer City Planner Management Analyst PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM 1 (203-18) PRE-DEVELOPMENT CONFERENCE 01-04 APPLICANT: NER TAMID SYNAGOGUE Mayor Cafagna introduced the item. This is a request to subdivide a 32-acre property located in the 15300 - 15400 block of Pomerado Road, south of the St. Michael's Church/School campus to develop a synagogue, pre-school, Hebrew school and community center on the northwesterly 8 acres of the property. The Rancho Bernardo 7278 Page 2 - CITY OF POWAY - June 21, 2001 Presbyterian Church, co-owner of the 32-acre parcel would like to develop the balance of the site with a day care, youth center, overflow parking lot and ball fields. City Manager Bowersox explained that this was a pre-development conference at which no formal decisions are made. It is intended to provide an opportunity for the applicant to present their proposed project and get Council feedback. The following people were present wishing to speak in support: Mark Baker, 11513 Aliento Court, Rancho Bernardo, HB&A Architects, Inc., representing Ner Tamid, spoke in support of the proposed project and responded to questions of the Council. Stuart Gallant, 11482 Ash Creek Place, San Diego, Boardmember of Ner Tamid. Molly Cohen, 12730 Monte Vista Road. Jacob Gonen, 14680 Deerwood Street. Council expressed support for the project. ITEM 2 (1503-02) PRESENTATION REGION 2020 SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG) Mayor Cafagna introduced the item. SANDAG Representatives Carolina Gregor, Associate Regional Planner and Mike McLaughlin, Director of Land Use and Facilities Planning made a Power Point presentation on REGION 2020 and the smart growth principles included in the plan (copy on file in the Office of the City Clerk). They then responded to questions of the Council. Toni Bates, Director of Planning and Development for MTDB provided a brief overview of transit development, ridership and future needs. The MTDB adopted in October 2000, a Strategic Vision Plan called "Transit First" which contains four service concepts which are called the Yellow, Red, Blue and Green Car Services. The intent of the services is to provide a diversion from the traditional bus and trolley services. General discussion ensued. 7279 Page 3 - CITY OF POWAY - June 21, 2001 Council concurred to review kinds of development opportunities that would commit to smart growth such as reviving old commercial centers to mixed use, additional pedestrian access-walk ability, job growth zones, priority transit routes etc. They will list what is currently being done and/or in the works and identify any additional potential projects and bring these to the Summit meeting in November. ADJOURNMENT Mayor Cafagna adjourned the meeting at 8:10 p.m., upon motion by Councilmember Emery, seconded by Vice Chairman Goldby, with Councilmember Higginson absent.
