The Adoption Counselor can be reached at (760)888-2247. 9151 City of Poway Minutes— February 17, 2009 Presentations; Councilmember Cunningham presented Chapiain Gerald Johnson with a Proclamation on behalf of the National Association for the Advancement of Colored People (NAACP) on its 100-Year Anniversary. Deputy Mayor Higginson presented the "Annual State of the City Address." (0710-05) Public Oral Communications: Barbara Lerma announced on February 24`" at 9 pm television station KPBS will feature the City of Poway (Lake Poway, Poway Center for the Performing Arts, Old Poway Park, etc.) Lynette Perkes suggested using gray water as a water source due to drought. City Manager Gould will research its feasibility. Roger Willoughby spoke about the drought and the economy. Dave Grosch spoke about the City's budget and the need for cuts. Consent Calendar - Notice to Public: Motion by Councilmember Rexford and seconded by Councilmember Boyack to approve the Consent Calendar Items 6-12. Approval of Minutes — City Council/Redevelopment Agency February 3 Regular 10. Acceptance of the 2007-2008 Overlay Project ($407-4320) Bid No. 08-017 from SRM Contracting & Paving; Authorize the City Clerk to file the Notice of Completion; Authorize the Release of the Retention in the amount of $'i 10,518.44; Release the Material and Labor Bond in the amount of $i,836,000.00; and retain the Faithful Performance Bond for a Period of One- 1`?ar. Award of Bid for the Poway Road Administration Building (formerly the .ieffries Buiiding) - Title 24 Upgrade Bid No. 09-008, to Triad Construction, the lowest responsible bidder, in the amount of $33,133.00. Adoption of Resolution No. 09-009 establishing a no stopping, standing, or parking bus loading zone on the west side of Pomerado Road, just south of the Ninth Street intersection for a distance of 120 feet. It is also recommended that the City Council approve the following pedestrian safety improvements: (1) Install a"No Right Turn on Red, 7 to 9 a.m. and 2 to 4 p.m. on School Days" sign for eastbound Ninth Street at Pomerado Road; (2) Install lane line with appropriate markings for eastbound Ninth Street at Pomerado Road; (3) Install double-yellow lines on Ninth Street at Pomerado Ftoad; (4) Install limit lines 10 feet ahead of the marked crosswalks at the intersection of Pomerado Road and Ninth Street; (5) Install a yellow-striped island at the west end of Ninth Street to guide vehicles when circulating within the Ninth Street cui-de-sac, and (6) Install a"Right Turning Vehicles Yield to Pedestrian" sign, yellow crosswalk, and pedestrian ramp at the Ninth St�eet cul-de-sac. Receive Report of Emergency Repair Expenditures Per[aining to the Witch Creek Fire and Continue the City Manager's Authorization to Make the Necessary Emergency Repairs Under Authority of Resolution No. 07-079, Adopted on October 25, 2007. (Requires a 4l5ths vote) (0320-30) Continued Public Hearing: 1. Ordinance No. 688 and 689 — Second Reading of the following two (2) Ordinances entitled: a. "An Ordinance of the City of Poway, California Approving Zone Change (ZC) 08-01 to Change the Zoning Designation on a 3.0- acre parcel from Residential Single-Family 7 to Residential Apartment and approximately 0.97 acres of a 1.Q7-acre parcel from Commercial General to Residential Apartment, located east of Midland Road between Edgemoor Street and Adrian Street, Assessor's Parcel Numbers: 314-220-69 & 70," and; b. "An Ordinance of the City of Poway, California Approving Specific Plan 08-01 for an Affordable Housing Project located east of Midland Road between Edgemoor Street and Adrian Street, Assessor's Parcel Numbe�s: 314-220-69 & 70." Vacation of a Portion of Temple Street and a Portion of Brighton Avenue. Vacation Nos. 09-01 and 09-02. (0780-60) Frank Casteleneto, City Engineer, provided the report. Motion by Councilmember Rexford seconded by Councilmember Boyack to close the public hearing; adopt Resolution No. 09-007 ordering the Vacation and direct the City Clerk to record the Resolution. Motion carried by unanimous vote of those present, Cafagna absent. 3: Consideration of Adoption of a Resolution entitled, A Resolution of the City Council of the City of Poway, California, Adopting an Amendment to the 2008 Regional Transportation Improvement Program for TransNet Local Street Improvement Projects for the City of Poway for Fiscal Years 2009 through 2013. (0490-84) Steve Cresswell, Principal City Engineer, gave a report on the need for the amendment to the program and responded to questions of Council. No public speakers for this item. The property is located at Lot 9 on Del Poniente Road (Williams Ranch), and is zoned Rural Residential A and is located within the Hillside/Ridgeline Review Ar�a. Transportation Element Update - Workshop (0220-30) Zoubir Ouadah, Traffic Engineer, presented a PowerPoint presentation and responded to questions of Council.
