There was no one present wishing to speak. City Manager Bowersox explained that no decision is made during a pre-development conference. It is intended to provide an opportunity for the applicant to present their proposal and get some feedback from Council. 7366 Page 2 - CITY OF POWAY - October 4, 2001 ITEM 1 (203-18) PRE-DEVELOPMENT CONFERENCE 01-08 MIDLAND ROAD AND EDGEMOOR STREET APPLICANT: PACIFIC BELL Staff report by Development Services Director Fritz. This is a request to construct 12-foot high noise attenuation/equipment screening panels which when the building and screening panel heights are combined, will exceed the maximum allowable height of 35 feet by 12 feet for a total height of 47 feet at the corner of Midland Road and Edgemoor Street. The following people were present wishing to speak in support and responded to questions of the Council. Stephen Slater, 3961 Blackbird Way, Calabasas, California, representing Pacific Bell. Norm DeWitt, 3779 Milan Street, San Diego, project architect for Pacific Bell. Dave Eckstrom, 3880 Murphy Canyon Road, San Diego, project manager for Pacific Bell. Councilmembers Rexford and Goldby expressed concerns with the proposed height. ITEM 2 (203-18) PRE-DEVELOPMENT CONFERENCE 01-05 14530 ESPOLA ROAD APPLICANT: SPRINT PCS Introduction by City Manager Bowersox. This is a request for construction of three flagpoles for the purpose of placement of antenna arrays at 14530 Espola Road, adjacent to the street on the Poway Soccer Field. The following person was present wishing to speak in support and responded to questions of the Council: Gerald Merrick, 9275 Skypark Court, representing Sprint PCS. The Council expressed no objections to the proposal. 7367 Page 3 - CITY OF POWAY - October 4, 2001 ITEM 3 (203-18) PRE-DEVELOPMENT CONFERENCE 01-06 CHURCH STEEPLE MT. OLIVE LUTHERAN CHURCH 14280 POWAY ROAD APPLICANT: SPSRINT PCS Introduction by City Manager Bowersox. This is a request for construction of a church steeple for the placement of antennas at the Mt. Olive Lutheran Church at 14280 Poway Road. The following person was present wishing to speak in support and responded to questions of the Council: Gerald Merrick, 9275 Skypark Court, representing Sprint PCS. The Council expressed no objections to the proposal. ITEM 4 (203-18) PRE-DEVELOPMENT CONFERENCE 01-07 15101 MINA DEL ORO ROAD/DRAPER RESIDENCE APPLICANT: NEXTEL COMMUNICATIONS Introduction by City Manager Bowersox. This is a request for placement of freestanding pole antennas at 15101 Mina Del Oro Road (Draper residence)and associated equipment. The following person was present wishing to speak in support and responded to questions of the Council: Anne Ford, 5761 Copley Drive, San Diego, representing Nextel Communications. The Council expressed no objections to the proposal. ITEM 5 (203-18) PRE-DEVELOPMENT CONFERENCE 01-11 16363 ESPOLA ROAD/LARRICK RESIDENCE APPLICANT: CINGULAR WIRELESS Introduction by City Manager Bowersox. This is a request for placement of freestanding pole antennas within an avocado grove at 16363 Espola Road (Larrick residence) and associated equipment. 7368 Page 4 - CITY OF POWAY - October 4, 2001 The following person was present wishing to speak in support and responded to questions of the Council: Darryl Dougherty, representing Cingular Wireless. The Council expressed no objections to the proposal. ITEM 6 (1601-15) STATUS REPORT CONSTRUCTION OF FIRE STATION #3 Introduction by City Manager Bowersox. Overview of staff report by Safety Services Division Chief Krans. This report discusses the status of the development of Fire Station 3, to be constructed on the southeast corner of property located at the southwest corner of Ted Williams Parkway and Pomerado Road. Three neighborhood meetings to receive input regarding concerns and review of site design options proposed to address those concerns have been held. The April meeting had 8 in attendance while subsequent meetings in August and September had about 25 people in attendance. In response to the neighborhood meetings, the project architect has prepared a site design and floor plan. In mid-September, staff began doing research with respect to processing a Conditional Use Permit for Fire Station 3. One issue that needs to be addressed is the need to process an amendment to the General Plan to incorporate the findings of the "Report of the Response Effectiveness and Staffing of the Safety Services Department." The General Plan adopted in 1992 states that Fire Station 3 would be located in the South Poway Business Park, while the study determined it should be located in west central Poway. In addition, it was determined that there might be a conflict with the General Plan provision that public facilities be constructed on land with a natural slope of less than 10 percent. The preferred site for Fire Station 3 has a slope greater than 10 percent. Inasmuch as the preferred site is zoned Rural Residential-C, the City Attorney has determined in a September 25, 2001 opinion that modification of the slope requirement for this essential public facility must be approved by Poway voters. Staff will be scheduling a report recommending that a proposition be placed on the March 2002 Primary Ballot amending the General Plan to permit public facilities to be constructed on land with a slope greater than 10 percent. The following people were present wishing to speak: 7369 Page 5 - CITY OF POWAY - October 4, 2001 Ellen Bernay, President of the Pomerado Pines Homeowner's Association stated that although they supported the fire station, they oppose the closeness to the residential area. Marie Palmeiri, Wilsey Way, expressed concerns with the closeness to the residences and requested consideration for flipping the design on the property.
