The property of the above legal description has been determined to have illegally
constructed a concrete wall and a horse barn in the f100dway and the floodplain without
any building permits, in violation of Sections 16,58,030 (D), 16,88,070, 16 42,010 (N5C),
and Chapter 15 02 of the Poway Municipal Code,
The City Manager's designee has determined that the horse barn and the concrete
wall are encroaching on the flood way and floodplain which would increase the flood level
or impair the ability to carry and discharge the waters front the one-hundred-year flood,
