MINUTES OF THE CITY COUNCIL
REGULAR MEETING
DECEMBER 4, 2001
The December 4, 2001, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325
Civic Center Drive, Poway, California.

PLEDGE OF ALLEGIANCE
Deputy Mayor Goldby led the Pledge of Allegiance.
SELECTION OF DEPUTY MAYOR
Motion by Deputy Mayor Goldby, seconded by Councilmember Higginson, to appoint
Councilmember Emery as Deputy Mayor. Motion carried unanimously.
Mayor Cafagna presented Councilmember Higginson with his 15 year Service Award and
Councilmember Goldby with his 5 year Service Award.
PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedure for Public Oral Communications. The following
people was present wishing to speak:
Tom Farley and Scott Higley, 12601 Cobblestone Creek Road spoke regarding the
Patriotic Christmas Tree Dedication and wished all happy holidays.

Motion by Councilmember Goldby, seconded by Deputy Mayor Emery, to approve the
Consent Calendar as follows:
Approval of Minutes - City Council
November 13, 2001 - Regular Meeting
Approval of Minutes - Redevelopment Agency
November 13, 2001 - Regular Meeting
Adoption of Resolution No. 01-110 - Ordering the Vacation of Portions of the
Pedestrian/Equestrian Easements located within Lots 389 & 390 of Tract No. 4191-
9R of Map No. 12880; Standard Pacific Corporation, Applicant. (Vacation No. 01-
03). (1002-06)
Adoption of the 2002 Calendar for Canceled Meetings, authorizing the cancellation
of January 1, April 2, May 28, July 2, July 23, August 13, August 27, November 5,
November 26, December 24 and December 31, 2002 Regular Meetings. Aisc
rescheduling the workshop meetings of January 3 to January 10, Apdl 4 to April 11;
July 4 to July 11 and October 3 to October 10, 2002. (701-01)
Motion carried unanimously.

HABITAT MITIGATION IN LIEU FEE
Mayor Cafagna opened the public hearing and announced that staff is requesting this item
be removed from the Agenda. No date is planned for rescheduling at this time.
There was no one present wishing to speak.
Motion by Deputy Mayor Emery, seconded by Councilmember Higginson, to remove the
item from the Agenda. Motion carried unanimously.

INITIATION OF SPECIFIC PLAN AMENDMENT
SPA 84-01 DDD
SOUTH POWAY SPECIFIC PLAN
Staff report by City Manager Bowersox. This is a request to initiate a Specific Plan
Amendment to SPA 84-01QQ as part of a comprehensive update of the South Poway
Specific Plan Development Standards. The amendment proposes modification through the
adoption of a traffic mitigation fee for those requesting land use changes from LI to IP,
development of a process for the land use designation change, modifications to the land
use matrices, and minor modifications to the text of Volume 2 - Development Standards.

Motion by Councilmember Goldby, seconded by Deputy Mayor Emery, to adopt Resolution
No. 01-111, entitled, "A Resolution of the City Council of the City of Poway, California,
Initiating a Specific Plan Amendment (SPA 84-01DDD) to the South Poway Specific Plan
Adopting a Traffic Mitigation Fee for Those Requesting Land Use Changes from LI to IP,
Development of a Process for the Land Use designation change, Modifications to the Land
Use matrices, and minor Modifications to the Text of Volume 2 - Development Standards."
Motion carried unanimously.

UPDATE
ON-STREET PARKING RESTRICTIONS
Staff report by City Manager Bowersox. At the October 16, 2001 Council meeting, Council
requested staff provide an update on the enforcement of on-street parking restrictions.
This report is a receive and file.
No objection as filed.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 7:11 p.m. upon motion by Deputy Mayor Emery,
seconded by Councilmember Rexford.
