CC 2002 01-10CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING JANUARY 10, 2002 The January 10, 2002, adjourned regular meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There was no one present wishing to speak. 7437 Page 2 - CITY OF POWAY - January 10, 2002 ITEM #1 (1401-11) PRESENTATION POWAY-MIDLAND RAILROAD VOLUNTEERS IMPROVEMENTS TO OLD POWAY PARK Introduction by City Manager Bowersox. This property was purchased in December 1986, and began the Master Plan process in 1987. The Master Plan led to what is now the upgrades to the Hamburger Factory, Heritage Museum, the addition of the train barn, the blacksmith shop, the relocation/rehabilitation of the Porter House, relocation/rehabilitation of Temple¢s Hall, the addition of the Nelson Home, and the only major building remaining to be constructed is the Train Depot. Within the budget this year, it will be recommended that funds be allocated for the completion of Old Poway Park. The proposed items to be completed this year include the depot, train barn extension, turntable, buildings for handcars, and other ways to maximize the use of the park for outdoor presentations. Chuck Cross, representing the Poway-Midland Railroad Volunteers, gave a presentation regarding the design and layout of the proposed depot, train barn expansion, and the relocation of the water tank. The proposed projects will consolidate the various spaces presently being used into an attractive, functional station complex. The Council expressed no objections to the proposal. ITEM #2 (1601-01 ) STATUS REPORT CITY OFFICE BUILDING Introduction by City Manager Bowersox. The project originally proposed to City Council is for a 55,000 square foot office building with an adjoining 5,000 square foot City Council Chambers. On the site studies, it should be noted that some of the fire department facilities would be removed from this site. Those being the training tower and splash wall. Training will be done in conjunction with other facilities and the splash wall may be relocated to the park adjoining the proposed Fire Station Three. Ken Baldwin and Phil Pape of McGraw/Baldwin Architects gave an overview of the existing conditions on the site, along with the proposed layout of the new building, landscaping, parking and Council Chambers. The phasing of the project will depend on the ability to maintain City operations in the current buildings while constructing the new office building. The second and third phase will consist of demolishing the old buildings followed by the construction of the Chambers. 7438 Page 3 - CITY OF POWAY - January i 0, 2002 Dee Fleischman, 15070 Pomerado Rd., inquired about the number of parking spaces and overflow parking during Council meetings. Also suggested the building be designed with characteristics. Tom Scott, 13038 Creek Drive, stated they had a neighborhood meeting with the architect and were pleased with the changes the architects had made. Peggy Lester, 3522 Robley Ranch Road, inquired if there would be an outdoor covered seating area for employees. Deputy City Manager Riley introduced Brian Cahill of Barnhart, Inc., who is a member of the team, but not yet under contract. Staff will be recommending to Council at an upcoming meeting approval of a contract with this firm to provide construction management services. The construction management firm will be responsible for making sure the project is brought in on time and safely, and completed within the budget. Council expressed no objections to the proposal and directed staff to move forward.
