There was no one present wishing to speak. 7461 Page 2 - CITY OF POWAY - February 7, 2002 ITEM #1 (203-18) PRE-GENERAL PLAN AMENDMENT 01-01 A&B Introduction by City Manager Bowersox. On April 4, 1989, Council adopted a Resolution providing for review of pro-applications for General Plan Amendments. The purpose of this review is to allow the proponent of the pro-application and staff to ascertain the Council's level of interest in the request. The review is considered advisory only, and if the applicant wishes to proceed, the formal public application must be submitted by February 28, 2002, for consideration at a publiC hearing in June. Pre application, General Plan Amendment 01-01A Applicant/Owner: Wes Groh Location: Northwest corner of Poway Road and Match Point Drive, APNs 323-190-32, 33 & 38 Pamel Size: 1.37, 0.46 and 0.91 (2.74) acres Current land Use and Zoning Designation: Residential Single Family -2 (RS-2) Requested Land Use and Zoning Designation: Residential Single Family-4 (RS-4) The applicant is requesting consideration of a General Plan Amendment for a 3-parcel, 2.74-acre site located on the northwest corner of Poway Road and Match Point Drive. The subject property includes 3 pamels, 2 of which are developed with single-family homes. Over the past five years the applicant has informally requested several times consideration for additional density with little or no support from the City. Last year Mr. Groh sought to have his property designated as an affordable housing site. The applicant is now requesting to redesignate the subject pamels form RS-2 to RS-4 so as to provide the opportunity to further subdivide the property. A friend of the owner, civil engineer from 2415 C, La Costa Avenue, Carlsbad, spoke in support of the request. The Council expressed objections to the proposal as it would increase the density. Pre application, General Plan Amendment 01-01B Applicant/Owner: David Hawkins, AINHumam Shihadeh 7462 Page 3 - CITY OF POWAY - February 7, 2002 Location: east side of Old Pomerado Road opposite the Pomerado Oaks Trailer Park, APNs: 317-232-22, 36 & 39. Parcel Size: 1.21, 0.56 & 0.46 (2.23) acres Current land Use and Zoning Designation: Commercial General (CG) Requested Land Use and Zoning Designation: Residential Apartment (PA) or Residential condominium (RC) The applicant is requesting consideration of a General Plan Amendment for a 3-parcel, 2.23-acre site located on the east side of Old Pomerado road opposite the Pomerado Oaks trailer Park. The Big Stone Lodge and associated outbuildings occupies the 1.21-acre parcel. The other two parcels are vacant and had been previously used for parking for the Big Stone Lodge. Between the subject vacant parcels are two City-owned parcels associated with Beeler Creek, which were acquired and enhanced for wetland mitigation. With the closure of the restaurant and entertainment functions of the Big Stone Lodge, the owners continue to operate only the catering aspect of the business. The applicant is requesting to redesignate the parcels to PA or RC so as to provide alternative land use opportunities to the existing commercial zoning. David Hawkins, AIA, representing the property owner, provided a brief verbal and poster board presentation. The Council expressed objections to the proposal, as it would increase the intensity in the neighborhood. ITEM #2 (1302-05) PUBLIC ACCESS DEFIBRILLATION PROGRAM Introduction by City Manager Bowersox. Fire Chief Krans provided a brief verbal presentation on the program. Today, a new generation of defibrillators, called automated external defibrillators (AEDs) make it possible for trained lay rescuers to deliver defibrillation. The new AEDs are safe, effective, lightweight, Iow maintenance, easy to use, and relatively inexpensive. Staff is recommending the purchase often units under Phase One. Seven for placement at City facilities: Weingart Senior center, Poway Community Park, Poway Library, Lake Poway, Poway Center for the Performing Arts, Old Poway Park and a Park Ranger Vehicle and three for training and back up. Phase Two would include placement at Meadowbrook Gymnasium, Twin Peaks Multipurpose Center, Poway Sportsplex, and possibly in the Senior Volunteer Patrol vehicles. This phase also includes coordinating the training for placement for weekend sporting events at City-owned fields. 7463 Page 4 - CITY OF POWAY - February 7, 2002 It is estimated that the total cost for implementing Phase One will be about $34,600 and it is anticipated training could begin in April with all Phase One AEDs in operation by June 30, 2002. Councilmember Emery expressed concerns with the need for regional coordination, use of the same logo and equipment so that once trained, if in another City and a need arises, and assist could be made - more of a countywide program with uniformity rather than individual. Council concurred to support further exploration and directed staff to bdng an item back for appropriation on a future consent calendar. ITEM 3 (1601-01) STATUS REPORT CITY OFFICE BUILDING Introduction by City Manager Bowersox. A brief poster board presentation was made by McGraw/Baldwin Architect, Phil Pape with the assistance of Jennette La Quire. The presentation covered the existing site plan, proposed site plan, Poway City office plans, departmental plans, Council Chamber plan and 3-D massing studies.
