CC 2002 02-26CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING FEBRUARY 26, 2002 The February 26, 2002, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PRESENTATIONS Mayor Cafagna presented City Clerk Peoples with her 5-year service award. 7473 Page 2 - CITY OF POWAY - February 26, 2002 PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following people were present wishing to speak: Eugene Rhodes, 13164 Valewood .Road, representing the Poway Bocce Club, thanked Council for their support over the years and approximately 60 members who were present gave Council a standing ovation. Keith Skipper, 13221 Westmark Way, representing the Poway Teen Recreation Club, provided Council with an update on Club activities and announced that a Teen Summit would be held on March 16, 2002. CONSENT CALENDAR Motion by Councilmember Goldby, seconded by Councilmember Rexford, to approve the Consent Calendar as follows: Ratification of Warrant Register for the period January 28 - February 1, 2002. (401-10) Approval of Minutes - City Council January 29, 2002 - Regular Meeting February 5, 2002 - Regular Meeting February 7, 2002 - Adjourned Regular Meeting Approval of Authorization to Cancel the March 5 and October 1,2002 City Council meetings. (701-01 ) Acceptance of the Pomerado Road Improvements Project from S RM Contracting & Paving. (602-01 #1434) Approval of Final Map for Tentative Tract Map 98-02 and Adoption of Resolution No. 02-017 -Annexation into Landscape Maintenance District 86-1 and City of Poway Lighting Distdct Zones A and C; North Point, LLC., Applicant. APNs: 272- 140-03, 04, 272-150-01,276-071-14, 277-011-08, 277-011-10, 277-011-11,321- 100-01 and 321-100-08. (602-01 #1521) Motion carried 4-0 with Deputy Mayor Emery absent. 7474 Page 3 - CITY OF POWAY - February 26, 2002 ITEM lA (701-04) ORDINANCE NO. 555/SECOND READING INCREASE COMPENSATION MAYOR AND CITY COUNCIL Mayor Cafagna opened the public hearing. Staff report by City Manager Bowersox. On February 12, 2002, Council introduced and had first reading of Ordinance No. 555- "An Ordinance of the City of Poway, California Amending Title 2, Chapter 2.04 of the Poway Municipal Code by the Amendment of Section 2.04.020 to Increase the Compensation of the Members of the City Council and the Mayor." All Councilmembers were present at first reading. No public testimony was received. There was no one present wishing to speak. Motion by Councilmember Goldby, seconded by Councilmember Rexford, to waive further reading, close the public hearing and adopt Ordinance No. 555. Motion carried 4-0 on a roll call vote, with Deputy Mayor Emery absent. MAYOR AND CITY COUNCIL-INITIATED ITEMS 12. Councilmember Goldby stated he had attended the North County Mayor's/Manager's Meeting and requested and received Council concurrence to have the speaker who spoke at the meeting on potential traffic solutions be scheduled for a future Council workshop. 15A. Mayor Cafagna provided an update on Regional Governance options, stating that the two companion bills had been introduced in the state legislature by Senator Peace and Assemblywoman Kehoe that provide the framework for creation of a San Diego Regional Agency. The goal in establishing the agency is to strengthen how regional decisions are made. As currently drafted, the bills would mandate membership in the regional agency from the area's 18 cities and county government, develop a regional plan to better coordinate and integrate local general and community plans, provide a process to get major transportation projects built even over the objections of a local agency, and consolidate transportation planning, programming, project development, and construction into the new agency, leaving responsibilities for transit operation with MTDB and NCTD. The governance board for the new San Diego Regional Agency would be composed of mayors, Councilmembers, and a supervisor from this region's 19 local governments.
