15A.
Mayor Cafagna provided an update on Regional Governance options, stating that
the two companion bills had been introduced in the state legislature by Senator
Peace and Assemblywoman Kehoe that provide the framework for creation of a
San Diego Regional Agency. The goal in establishing the agency is to strengthen
how regional decisions are made. As currently drafted, the bills would mandate
membership in the regional agency from the area's 18 cities and county
government, develop a regional plan to better coordinate and integrate local
general and community plans, provide a process to get major transportation
projects built even over the objections of a local agency, and consolidate
transportation planning, programming, project development, and construction into
the new agency, leaving responsibilities for transit operation with MTDB and NCTD.
The governance board for the new San Diego Regional Agency would be
composed of mayors, Councilmembers, and a supervisor from this region's 19 local
governments. (1503-46)
