CC 2002 04-18CITY OF POWAY, CALIFORNA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING APRIL 18, 2002 The April 18, 2002, adjourned regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the Poway Community Library - Meeting Room, 13137 Poway Road, Poway, California. Mayor Cafagna requested and received Council concurrence to hear Item 3 first. City Manager Bowersox explained that that no decision is made during a pre- development conference. ~t is intended to provide an opportunity for the applicant to present their proposal and get some feedback from Council. ITEM 3 (203-18) PRE-DEVELOPMENT COb FERENCE 02-01 APPLICANT: COUNTRY MONTESSORI SCHOOL 7512 Page 2 - CITY OF POWAY - April 18, 2002 Staff report by City Manager Bowersox. This is a request for a modification to the existing Conditional Use Permit to increase the maximum allowable student enrollment from 165 to 195 students. The property is located at 12642 Monte Vista Road. The following people were present wishing to speak: Carol Prendergast, representing Country Montessori School, 12642 Monte Vista, spoke in support of their request and responded to questions of the Council. Donna Sheehan Johnson, parent of students attending the school, spoke in support. Bill Washam, parent of student attending the school, spoke in support. Kimberly Weiss, neighbor across from the school, spoke in support. Council concurred that they were willing to consider the request upon review of a traffic study and provided there was neighborhood support. ITEM I (602-01 #175R) ROLLER HOCKEY RING APPLICANT: POWAY SPORTS PARK Council heard a verbal presentation by Paul and Bill Berghoff and expressed no objections to the proposed new project. ITEM 2 (1404-03) PROPOSAL BICYCLE MOTOCROSS (BMX) FACILITY Council heard a verbal and video presentation by Chris and Shelley McDole for an off- road bicycle facility to be constructed west of Pomerado Road on a 2.5-acre site at the terminus of Meadowbrook Lane. Lori Simon, representing the Parks & Recreation Committee Chair, advised Council of the Committees support and concerns regarding the proposed project. Dee Fleischman, 15070 Pomerado Road, stated she supported the need for such a facility, however not on the proposed site. Merilee Boyack, 14418 Crestwood, stated she supported the BMX facility, but not on the proposed site. 7513 Page 3 - CITY OF POWAY - April 18, 2002 Council expressed concerns with the location, impacts on residents and school, traffic, dust, water, environmental, electricity and restroom facilities. ITEM 4 (1506-06) STREAMLINE PROCESSES DEVELOPMENT SERVICES DEPARTMENT Staff report by City Manager Bowersox. This is a request for Council consideration to modify certain processes within the Development Services Department with the goal of increasing the amount of time that staff can spend on applicant and citizen requests for assistance. Council concurred to review the proposal further and requested staff bring back a full report to Council with recommended examples. ADJOURNMENT Mayor Cafagna adjourned the meeting at 8:00 p.m. upon motion by Councilmember Higginson, seconded by Councilmember Rexford.
