JUNE 6, 2002
The June 6, 2002, adjourned regular meeting of the City Council of the
City of Poway, was called to order at 6:00 p.m., by Mayor Cafagna at the City
Council Chambers, 13325 Civic Center Drive, Poway, California.

Mayor Cafagna explained the procedure for Public Oral Communications.
There was no one present wishing to speak.
City Manager Bowersox explained that no decision is made during a pre-
development conference. It is intended to provide an opportunity for the
applicant to present their proposal and get some feedback from Council.
Mayor Cafagna requested Item No. 5 be heard at this time.

Staff report by City Manager Bowersox. This is a request for consideration of an
amendment to the South Poway Specific Plan to change the land use
designation of the Stowe Business Park, 13840 Stowe Drive, from Light Industrial
to Light Industrial/Outdoor Storage. APN: 323-481-12.
Council heard presentation from applicants, Michael Mead and Ralph Richman
who also responded to questions.
Mayor Cafagna requested Item Nos. 2 through 4 be heard at this time.

APPLICANT: AT&T WIRELESS
Staff report by City Manager Bowersox. This is a request to install a
telecommunications facility consisting of six panel antennas and an equipment
enclosure on the City of Poway's Buehler Reservoir Site, 14250 Danielson
Street. APN: 323-491-05, 06.
Todd Smith, representing AT&T responded to questions of the Council.

APPLICANT: SPRINT PCS
Staff report by City Manager Bowersox. This is a request to install a
telecommunications facility consisting of panel type antennas mounted to three
poles measuring 35 feet in height and related ground mounted equipment in an
existing avocado grove located at 16345 Espola Road. APN: 277-140-29.
Becky Lindsey, 16748 Avenida Florencia, representing the Green Valley Civic
Association, spoke in opposition to the placement in the grove.

APPLICANT: CINGULAR WIRELESS
Staff report by City Manager Bowersox. This is a request to install a
telecommunications facility or "micro cell site," consisting of panel type antennas
mounted to City street light fixtures and related ground mounted equipment, in
the public right-of-way at 2 locations along the north side of Twin Peaks Road
approximately 600 feet west of Silverset Road and approximately 300 feet west
of Twin Circle Way.

responded to questions of the Council.

STATUS REPORT
CITY OFFICE BUILDING
Introduction by City Manager Bowersox. Staff report by Deputy City Manager
Riley. This report overviews the progress on the floor plan and site design for the
City Office Building. Staff is seeking direction from the Council on design issues.
A brief posterboard presentation was made by:
Phil Pape of McGraw Baldwin Architects, Stewart Fromson the Interior Designer
and Bernard Wenzig of Architectural Landscapes.
Council heard presentation and provided direction to staff.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 8:03 p.m. upon motion by Deputy
Mayor Emery, seconded by Coun¢ilmember Rexford.
