RESOLUTION NO. 09-015
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
ESTABLISHING A STOP CONTROL ON SAGECREST DRIVE APPROACHING
THE INTERSECTION WITH BROOKSTONE DRIVE
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities
to adopt by resolution traffic control measures meeting the requirements set forth under
Section 21351 of the California Vehicle Code; and
WHEREAS, Section 21351 of the California Vehicle Code permits local authorities
to place and maintain such traffic signs upon streets and highways as may be necessary to
properly indicate and carry out the provisions of the local ordinances and to warn or guide
traffic; and
WHEREAS, Section 21354 of the California Vehicle Code permits local authorities
to designate any intersection under its jurisdiction as a stop intersection and erect stop
signs at one or more entrances thereto; and
WHEREAS, Section 10.24.020 of the City's Municipal Code permits installation of
stop signs where the City Council has determined that there is a special hazard to life and
property by reason of lack of visibility to the drivers of vehicles approaching such
intersection; and
WHEREAS, Section 2B.05 "STOP Sign Applications" of the California Manual on
Uniform Traffic Control Devices (MUTCD) provides guidance for stop control applications;
and
WHEREAS, the City Council has determined that the intersection of Sagecrest Drive
and Brookstone Drive qualifies for a stop control on Sagecrest Drive due to its obstruction
vision, an existing dip, conflict with pedestrian crossing activity, and school walking route
from a nearby school bus stop in accordance with the guidelines set in Section 2B.05 of
the California MUTCD; and
WHEREAS, the City Council has determined that a stop control on Sagecrest Drive
approach and appropriate markings should be established at the intersection of Sagecrest
Drive and Brookstone Drive.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: In accordance with said Section 21351 of the California Vehicle Code, a stop
control and appropriate markings shall be installed on Sagecrest Drive approach at the
intersection with Brookstone Drive.

PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway, at
