ASSESSOR'S PARCEL NUMBER 273-820-15

WHEREAS, Development Review 86-15ATE, submitted by Chabad
Lubavitch, Inc., applican't, requests approval of a six month time
extension for DR 86-15 for a two phase development plan for a syna-
gogue and associated schgol on a one acre triangular site which is
located between Old Espola and Espola Roads in the RR-C (Rural
Residential C) zone; and
WHEREAS, on April 26, 1988, the City Council held a hearing on
the above-referenced item;
NOW, THEREFORE, the City Council does hereby resolve as
follows:
Section 1: Environmental Findinqs:
In conjunction with approval of CUP 86-08 and Development
Review 86-15, the Council issued a Negative Declaration on
October 28, 1986. Since there have not been any changes to the
proposed project, the existing Negative Declaration satisfies
the requirements of CEQA.
Section 2: Findinqs:
1. That the proposed development is in conformance with the
poway General Plan, in that the development of churches
are encouraged in residential zones.
2. That the proposed development will not have an adverse
aesthetic, health; safety, or architecturally related
impact upon adjoining properties in that the proposed
buildings are architecturally compatible with surrounding
residential and ,semi-public developments, and the required
.improv~mentwi'il protect the hea'lth and safety of
adjoining properties.
3. That. the proposed development is in compliance with the
Zoning OrdJ.nimce in that a.ll development standards will be
met through project construction.
4. That the proposed development encourages the orderly and
harmonious appearance of structures and property within
the City in that the proposed buildings will incorporate
architectural details, materials, and colors that will be
complementary to adjacent buil<i'ings.
