A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 09-01
ASSESSOR'S PARCEL NUMBER 317-490-42
WHEREAS, Comprehensive Sign Program (CSP) 09-01, submitted by Paula
Cobb, Applicant, requests the approval of a Comprehensive Sign Program for Oak Knoll
Square located at 12759 Poway Road, within the Community Business zone and the
Poway Road Specific Plan area.; and
WHEREAS, on May 19, 2009, the City Council considered the abovecreferenced
item.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Poway, as follows:
Section 1: The proposed project IS Categorically Exempt from the California
Environmental Quality Act (CEQA) as a Class 11 Categorical Exemption, pursuant to
Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures
accessory to (appurtenant to) existing facilities.
Section 2: The proposed use is in accordance with the purposes and standards
contained in the Poway Municipal Code and the PowayRoad Specific Plan.
Section 3: The City Council hereby approves Comprehensive Sign Program 09-01,
pursuant to the plans on file in the Development Services Department dated April 24,
2009, subject to the following conditions:
A. Within 30 days of approval, the applicant shall submit in writing that all conditions
of approval have been read and understood.
B. All signs shall conform to the sign criteria and design guidelines contained within
the Comprehensive Sign Ordinance of the Poway Municipal Code, as amended
from time to time, and the approved CSP 09-01.
C Comprehensive Sign Program 09-01 establishes the following:
1. Two-foot-high channel letters on Building 1. There shall be no more than
two lines of lettering. The overall width of the sign shall not exceed 75%
of the store frontage. The channel letters may be internally illuminated.
2. Two-foot-high by eight-foot-Iong panel signs which may be externally
illuminated, and two-foot-high by eight-foot-Iong cabinet signs which may
be internally illuminated, on Building 2. The panel signs shall feature a

burgundy border, a white background, and be constructed from wood or
fiberglass.
3 Use of the following three colors for sign lettering: Red, Blue, and Yellow,
in addition to white. This sign program will allow different colors for
trademarked tenant logos. Tenants with non-trademarked logos with
different colors are allowed, upon approval by the Director of Development
Services, through the individual Sign Permit process.
4. Two freestanding monument signs, one for each of the two project site
street frontages. The monument sign at Poway Road will be a maximum
of 8 feet tall and have a sign area of 49 square feet. The sign panels will
have a burgundy background to match the accent color of the commercial
building. The sign lettering will be white. The second monument sign on
Carriage Road will be a maximum of 8 feet tall and have a sign area of
18 square feet. The background color of the sign will be burgundy to
match the accent color of the commercial center. The sign lettering will be
white. The monument signs will use the same exterior finishes, materials,
and colors of the commercial center.
F. Approval of this request shall not waive compliance with Chapter 1740 of the
Zoning Code and all other applicable City Ordinances in effect at the time of Sign
Permit issuance.
G. Prior to installing a sign, the applicant shall obtain a Sign Permit from the
Planning Division and any necessary Building Division permits.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway,
State of California, at a regular meeting this 19th day of May 2009.
