The Special Meeting of the Poway City Council and Poway Redevelopment Agency was
called to order by Mayor Higginson at 7:03 p.m.

Councilmembers/Directors Absent: None.

Public Oral Communication:
Michelle Niu, .Meadowbrook Middle School representing "Project Citizen," spoke
regarding the speed limit on Crestwood Avenue.
Dave Grosch, expressed the importance of candidates and the questions being asked
by the Council during this critical decision.
Mayor and City Council-Initiated Items:
1. City Council Vacancy Interviews, Discussion and Appointment (0710-50)
Council interviewed the following candidates, Car' Kruse, Alexandra Page,
John Fitch and Sabrina Kealoha Butler.
Mayor Higginson called for a recess at 9:07; meeting reconvened at 9: 13.
Mayor Higginson asked each Councilmember to prioritize their top three
candidates rating them with points, three points being their number one choice.
Each Councilmember read their choices aloud, while the points were tallied the
points. The total points for each candidate were as follows: Kruse (9), Page (4),
Fitch (6) and Butler (5).

Council discussion ensued.
Motion by Council member Boyack, to appoint Carl Kruse. Failed for lack of
a second.
Motion by Councilmember Cunningham, to appoint Alexandra Page. Failed
for lack of a second.
Motion by Councilmember Rexford, seconded by Mayor Higginson to
appoint John Fitch. Council member Boyack and Councilmember
Cunningham voted "no".
Motion by Councilmember Boyack, seconded by Mayor Higginson to
appoint Carl Kruse to serve for the remainder of the unexpired term (i.e.,
until November 2010). Motion carried unanimously.
Installation of the new Councilmember will take place at the June 2, 2009, Regular City
Council Meeting.
The meeting was adjourned at 9:45 p.m.
