RESOLUTION NO. 09-054
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF POWAY, CALIFORNIA
APPROVING THE TRANSITION OF CERTAIN GROUP 2A CLASSIFIED
POSITIONS TO AT-WILL POSITIONS
WHEREAS, the City's personnel classification system was originally
approved by the City Council on July 13, 1982; and
WHEREAS, it has been determined that there is a need to update the
classification system to transition some high-level and management positions
from the classified service classifications to at-will classifications; and
WHEREAS, as a result of being designated at-will, the employees in these
classifications will be exempt from certain Personnel Rules, and will no longer
have property rights associated with their employment, and therefore may be
released at any time without cause; and
WHEREAS, incumbent employees holding classified positions that are
being transitioned to at-will will retain their classified status, and the at-will status
will apply only to future employees assuming the position after it becomes
vacant.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Poway as follows:
Section 1. The following Group 2A Classifications are hereby
transitioned from the classified service to at-will classifications, exempt from the
provisions of Poway Municipal Code Section 2.16030:
Assistant Director of Administrative Services
Assistant Director of Community Services
Assistant Director of Public Works
City Engineer
City Planner
Community Services Manager
Finance Manager
Fire Division Chief
Housing Program Manager
Human Resources Manager
Information Technology Manager
Principal Civil Engineer
Public Works Operations Manager
Public Works Utilities Manager
Revenue and Business Activity Manager

Section 2. Pursuant to Government Code Section 45007, approval of
this Resolution requires a four-fifths vote of the City Council.
Section 3. The following Group 2A Classifications are hereby
transitioned from Group 2A to Group 2B:
Senior Civil Engineer
Senior Traffic Engineer
PASSED, ADOPTED, AND APPROVED by the City Council of the City of
Poway, State of California this 21st day of July 2009.
