RESOLUTION NO. 09-059
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF POWAY, CALIFORNIA,
RESCINDING A PORTION OF RESOLUTION NO. 88-104
AND RESCINDING RESOLUTION NO. 91-136 IN ITS ENTIRETY, IN ORDER TO
RESTORE PARKING ON BOWRON ROAD SOUTH OF CIVIC CENTER DRIVE AND
NEXT TO VALLEY ELEMENTARY SCHOOL
WHEREAS, on September 20, 1988, the City Council adopted Resolution No. 88-104
extending an existing No Parking Zone by 30 feet to the north on the west side of Bowron
Road, south of Civic Center Drive to provide for a clear corner sight area next to the Valley
Elementary School driveway; and
WHEREAS, on December 10, 1991, the City Council adopted Resolution No. 91-136
establishing a 230-foot time limited No Parking and Bus Loading Zone on the west side of
Bowron Road, south of Civic Center Drive, from 7:30 a.m. to 8:30 a.m. and 1 :30 p.m. to 2:30
pm, school days only, to facilitate the loading and unloading of Valley Elementary School
students; and
WHEREAS, Poway Unified School District has reconstructed Valley Elementary
School and relocated the school driveway and, therefore, the need for the corner sight
clearance is no longer necessary; and
WHEREAS, Poway Unified School District has eliminated school busing services for
Valley Elementary School and, therefore, the need for the time limited No Parking and Bus
Loading Zone is no longer necessary; and
WHEREAS, the City Council has determined that parking on the west side of Bowron
Road, from 120 feet south of Civic Center Drive to the southerly terminus of Bowron Road,
should be restored to enhance parking demand around Valley Elementary School.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: Resolution 91-136 is rescinded in its entirety,
Section 2: Resolution 88-104 is rescinded in part, by rescinding that portion of
Resolution 88-104 pertaining to the No Parking Zone on the west side of Bowron Road, and
leaving in full force and effect those portions of Resolution 88-1 04 pertaining to the four-way
stop at Gate Drive and Fairgate Drive, and the No Standing or Parking Zone on Midland
Road.
Section 3: Parking on the west side of Bowron Road from 120 feet south of Civic Center
Drive to the southerly terminus of Bowron Road is hereby restored.
