The June 11, 1992 meeting, adjourned from the June 9, 1992 regular meeting of
the City Council of the City of Poway, was called to order at 6:10 p.m., by Mayor
Goldsmith at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

Mayor Goldsmith explained the procedure for Public Oral Communications. There was
no one present wishing to speak.

OLD POMERADO ROAD RESIDENTS' CONCERNS
Councilmember Emery stated he will leave the meeting at 7:15 p.m.
Staff report by City Manager Bowersox. On March 17 and April 7, lg92, residents
from the Old Pomerado Road neighborhood addressed the City Council on several issues
relating to their area and requested a workshop with the Council. The staff
identified five issues to be discussed, including the Pomerado Water Reclamation
Facility, the Stowe Drive Extension, traffic signal at Old Pomerado and Pomerado
Roads, construction in the floodway/floodplain of Beeler Creek, and riparian forest
and wildlife corridor. Since the report was prepared, staff received a list from
the residents regarding issues for discussion and the Pomerado Water Reclamation
Facility is no longer a concern since it is apparent from City of San Diego's
actions that this will not be a likely site. Staff is prepared to discuss the other
issues with Council and the residents.

Antoinette Auburn, 12302 Old Stone Road, spoke regarding the extension of
Stowe Drive and stated they desire a standard road. Director of Engineering
Services Weston stated the proposed alignment north of the Old Pomerado Club
is 24 feet wide which allows for 2 12-foot travel lanes, 5 foot sidewalks and
no on-street parking. It will range from six to ten percent grade.
Fran Davenport, 12256 Old Stone Road, questioned their area being considered
for modified roadway standards because of the apartment complexes and high
amount of non-resident traffic and delivery trucks created by the bars. She
stated this area is urbanized and should have urban standards. She also
showed photos of various city park facilities, including Bette Bendixen Park,
and requested a tot lot and identification sign for the park.
Chris Holl, 12304 Blue Wing Court, also questioned a change in road standards
and asked if street lights might not be desirable because of the Old Pomerado
Club traffic.
Jim Shea, Vice-President of the Southwest Poway Homeowners Association, 12423
Paseo Colina, read a letter from the VFW supporting extension of Stowe Drive.
He also requested a 25 mph speed limit on Old Pomerado Road and a lower plant
material in the medians on Pomerado Road because of their impact on visibility
for autos exiting Old Pomerado Road.
Ruth Lute, 12279 Old Stone Road, cited a need for more sound walls along South
Poway Expressway.
Jerry Long, 17664 St. Andrews, managing partner of the Old Pomerado Club
stated he is not opposed to the Stowe Drive Extension if it goes on the north
side of his property, however it should not be at his cost.
Betty Rexford, 11570 Creek Road, supported the extension of Stowe Drive; cited
concerns about General Dynamic's truck traffic coming through this area in
spite of a regulation they come in from the top of the Pomerado Road grade and
suggested some sort of signage; cited the need for the wildlife\riparian
corridor in the floodplain to be retained and stated this should be part of
a biological reserve.
Neville Bothwell, representing Tony Aviano, 12729 Stone Canyon Road, stated
they own the property the Stowe Drive extension would go through and would
request their land be included in the Old Pomerado Specific Plan area to have
issues of traffic, safety and land use addressed. They do not feel RS-2 is
an appropriate zoning for this property.
Douglas Kost, 12306 Old Pomerado Road #12, objected to a ten percent grade on
the Stowe Drive Extension; asked about regulations governing mobile homes in
the floodway; stated the school buses are currently turning around north of
the narrow bridge because the cul-de-sac at the end of Old Pomerado Road is
not complete and cited safety concerns for school children walking across this
narrow bridge; and suggested parking for the Old Pomerado Club not be
permitted on both sides of Old Pomerado Road because the road is too narrow.

Earl Knox, 1241g Paseo Colina, stated the revenues the City receives
from the development of the South Poway Business Park should be used to help
this area since they are so heavily impacted by that development.
Councilmembers Emery, Snesko and McIntyre stated they had taken walking tours of the
neighborhood with the residents at various times over the weekend and agreed with
many of their concerns.
(Councilmember Emery left the meeting at 7:15 p.m.)
Councilmember Snesko suggested a footbridge across the creek so that patrons of the
Old Pomerado Club could park south of the creek.
Following discussion, motion by Councilmember McIntyre, seconded by Councilmember
Snesko to direct staff to: 1) begin the design of the Stowe Drive extension and look
at funding options; 2) work with Neville Bothwell and Tony Aviano regarding the
road; 3) investigate new striping or a raised concrete curb to make the turns safer
from Pomerado Road to Old Pomerado Road; 4) remove the tall plant material from the
Pomerado Road medians near Old Pomerado Road; 5) proceed with a tot lot and sign for
Bette Bendixen Park; 6) form a subcommittee of residents to assist in the
preparation of the Old Pomerado Specific Plan; 7) investigate General Dynamics
trucks using this area as a truck route; 8) add the Bothwell/Aviano and other
property west of Pomerado Road to the Specific Plan 92-01 area; g) report back
regarding the riparian/wildlife corridor issue; 10) report back regarding sound
issues; and 11) find consensus that the Council is opposed to a reclamation plant
in this area. Motion carried 4-0 with Councilmember Emery absent.
ADJOURNMENT
Mayor Goldsmith adjourned the meeting at 8:00 p.m.
