The June 16, 1992, regular meeting of the Poway Redevelopment Agency was
called to order at 7:02 p.m., by Chairman Goldsmith at the City Council Chambers,
13325 Civic Center Drive, Poway, California

Director McIntyre led the Pledge of Allegiance.
Director Emery pulled Item 35. Motion by Director Higginson, seconded by Director
McIntyre, to approve the Consent Calendar as follows.

Motion carried unanimously.
ITEM 4 (205-02)
1992-93 PROPOSED FINANCIAL PLAN
Staff report by Executive Director Bowersox. This public hearing was continued from
June 9, 1992 and, staff recommends it be continued to June 23, 1992 for adoption.
Following discussion, motion by Director Emery, seconded by Director Snesko to
continue consideration of the 1992-93 budget to June 23, 1992. Motion carried
unanimously.
ITEM 15.1 (203-02, TPM 90-04)
COMMUNITY ROAD MEDIANS
Item introduced by Executive Director Bowersox. On June 9, 1992, several residents
of apartments on the west side of Community Road, north of Poway Road, spoke during
Public Oral Communications objecting to the medians recently constructed in
connection with the Wal-Mart project.

Staff report by Director of Engineering Services Weston. He showed a diagram of the
driveways and medians and stated they were attempting to create a safe situation,
particularly in light of the increased traffic that would be created by the opening
of Wal-Mart.
Following discussion, motion by Director Snesko to eliminate the median from the
Wal-Mart driveway north to Hilleary Place to allow left-turn lanes. There was no
second.
Directors discussed eliminating the medians totally, eliminating the landscaping in
order to narrow the median to create additional turn pockets, and desirability of
notifying residents, not just property owners, of projects that will have impacts
on them.
Speaking in opposition to staff recommendation:
Maryellen Mattson, 13326 Community Road, requested the medians be
eliminated, the speed limit be reduced to 35 mph, and stated the city
could be sued for creating a nuisance.
Motion by Director Emery, seconded by Director Snesko to direct staff to prepare a
redesign of the medians to create another turn pocket, a cost estimate to
reconstruct, and report back on June 30, 1992. Motion carried unanimously.
ITEM 35 (602-01, #165R
AMENDMENT TO CONTRACT FOR LIBRARY DESIGN
Director Emery stated he had removed this item from the Consent Calendar in order
to ask how the request to "fast track" this project is proceeding. Executive
Director Bowersox stated the consultant and Library Committee are looking at the
schedule and will report back to Council.
Motion by Director Emery, seconded by Director Higginson to approve the amendment
to the contract between the City of Poway/Poway Redevelopment Agency and
Cardwell/McGraw Architects to design and remodel the Longs Drug Store building to
accommodate the new Poway Library. Motion carried unanimously.

Upon motion by Director Snesko, seconded by Director Emery, Chairman Goldsmith
ordered the meeting adjourned. The time of adjournment was 11:15 p.m.
