DEVELOPMENT fi)DE AND AMENDING SECTION 16.18.030(11) OF
THE SUBDIVISION ORDINANCE ASD ADDING SECTIONS
17.16.050(M), 17.20.050(G), and 17.22.050 R]~_4%RDING
U~D~ING OF UTILITIES
WHEREAS, it is the desire of the City Council to make the requirements for
undergrounding of utilities uniform throughout the Development Regulations of
the Municipal Code.
NOW THEREFORE, BE IT ORDAINED THAT:
SECTION I: Amendments:
Section 17.08.190(D) of the Residential Zones,
Section 17.10.150(I) of the Omt,,~rcial Zones,
Section 17.12.150(C) of the Manufacturing Zones, and
Section 17.18.040(K) of the Planned Residential Zone shall be amended
in their entirety to read as follows:
Ail utility connections shall be designed to coordinate with the archi-
tectural elements of the site so as not to be exposed except where
necessary. Pad-mounted transformers and/or meter box locations shall
be included in the site plan with any appropriate screening treatment.
Ail new and existing utility connections within the boundaries of the
project shall be placed underground. Transformer, terminal boxes,
meter cabinets, pedestals, concealed ducts, and other facilities appur-
tenant to such underground facilities may be placed above ground. The
requirement for undergrounding existing utilities shall not apply to
any overhead power transmission lines in excess of thirty-four thousand
five hundred volts and long distanceandmaintrunkc~tl~unication faci-
lities. The requirement for undergrounding existing utility connec-
tionsmay be waivedor modified by the City Council in accordance with
criteria and provisions for such as adopted by resolution of the City
Oouncil.
B. Section 16.18.030(11) of the Subdivision Ordinance shall be amended to
read as follows:
16.18.030 Imsrovements required. A. The minimum public private improve-
ments and conditions which shall be required be made or guaranteed to be
made under the provisions of this shall include all or any combination of
the following:

11. Installation of utilities, including telephone, electrical power
gas, and cable television systems and facilities to each lot, parcel,
or structure in the area of develola~ent. All new utility distribution
facilities within the boundaries of any subdivision or parcel map, or
any half-street abutting same shall be placed underground.
Transformer, terminal boxes, meter cabinets, pedestals, concealed
ducts, and other facilities appurtenant to such underground facilities
may be placed above ground. The requirement for undergrounding
existing utilities shall not apply to any overhead power transmission
lines in excess of thirty-four thousand five hundred volts and long
distance and main trunk cc~,,mmication facilities. The requirement for
undergrounding existing facilities may be waived or modified by the
City Council in accordance with criteria and provisions for such as
adopted by resolution of the City Council.
S~CTION II: Additions:
Section 17.16.050M of the Mobile Hc~e Park Zone, and
Section 17.20.050G of the Planning Ccemunity Zone, and
Section 17.22.050 of the Open Space Zone shall be added to read as
follows:

S~CTION III: Environmental
The City Council hereby finds that this project will not have a significant
effect upon the environment and issues a Negative Declaration.

EFFECTIVE DATE: This ordinance sb~all t_~_ke effect and be in force thirty (30)
days after the date of its passage; and before the expiration of fifteen (15)
days after its passage, it shall be published once with the names and members
voting for and against the same in the Poway News Chieftain, a newspaper of
general circulation published in the City of Poway.
Introduced and first read at a red, ilar meeting of the City Oouncil of the
City of Poway held the 22nd day of October, 1985, and thereafter PASSfD ASD
ADOPTfD at a regular =ting of said City Council held the 29th day of October,
1985, by the following roll call vote:
