A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
CONTINUING THE RED LIGHT PHOTO ENFORCEMENT PROGRAM,
APPROVING THE AGREEMENT WITH REDFLEX TRAFFIC SAFETY SYSTEMS,
INC., AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT,
AND RESCINDING RESOLUTION NO. 04 -099
WHEREAS, Section 21455.5 of the California Vehicle Code authorizes local
jurisdictions to install traffic signal automated photographic enforcement, more
commonly known as red light photo enforcement; and
WHEREAS, the City Council believes the implementation of a Red Light Photo
Enforcement Program in the City of Poway will improve the safety of intersections and
reduce the accident rate: and
WHEREAS, the City's accident data shows a 48 percent reduction in the number
of accidents caused by red light running at those intersections equipped with the red
light cameras in the City of Poway; and
WHEREAS, "Traffic Signal Assessment Report", dated April 2004, was prepared
for the City of Poway to evaluate the intersections with the highest rates of accidents;
and
WHEREAS, the City Council seeks to continue with the current Red Light Photo
Enforcement Program at the following intersections:
1. Ted Williams Parkway and Pomerado Road intersection — eastbound and
southbound approaches;
2. Poway Road and Pomerado Road intersection — eastbound and
westbound approaches; and
3. Scripps Poway Parkway and Community Road intersection — eastbound
approach only; and
WHEREAS, the City seeks to enter into a new agreement with Redflex Traffic
Safety Systems, Inc., to continue providing red light enforcement cameras and a data
management system; and
WHEREAS, funding for Red Light Photo Enforcement Program is included in the
City's annual operating budget, which will be offset by the revenues from the Red Light
Photo Enforcement Program;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
A. Continue with the existing Red Light Photo Enforcement Program at the
following intersections:
1. Eastbound and southbound approaches at the intersection of Ted
Williams Parkway and Pomerado Road;
2. Eastbound and westbound approaches at the intersection of Poway
Road and Pomerado Road; and
3. Eastbound approach at the intersection of Scripps Poway Parkway
and Community Road.
B. Approve the agreement with Redflex Traffic Safety Systems, Inc., to
provide red light enforcement cameras and a data management system
for the City's Red Light Photo Enforcement Program.
C. Authorize the City Manager to execute the agreement with Redflex Traffic
Safety Systems, Inc.
D. That this Resolution shall take effect upon its adoption by the City Council.
PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway
at a regular meeting this 16` day of March 2010.
