A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
AMENDING THE TRANSPORTION ELEMENT
OF THE GENERAL PLAN (GPA 10 -02)
WHEREAS, the City Council of the City of Poway recognizes that the need
may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq. of the California Government Code describes
the procedure for amending the General Plan; and
WHEREAS, The Transportation Element was last analyzed under the 1991
General Plan Update; and
WHEREAS, additional roadways and trails have been constructed; and roadway
configurations, traffic conditions, and public transit routes have changed since 1991; and
WHEREAS, it is necessary to have an updated Transportation Element to properly
plan, design, and develop the City's multimodal transportation system to meet the future
demands of the City's transportation system; and
WHEREAS, on June 1, 2010, the City Council held a duly advertised public
hearing on the above - referenced items; and
WHEREAS, the City Council has read and considered the Agenda Report for the
proposed project and has considered other evidence presented at the public hearing.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1 : An Environmental Initial Study was completed on the project and it was
determined that the approval of General Plan Amendment 10 -02, adopting the
Amendment of the Transportation Element of the General Plan, will not have a significant
adverse impact on the environment since potential impacts are less than a level of
significance. The City Council, therefore, approves a Negative Declaration (ND) for the
project.
Section 2: The City Council hereby adopts the Amendment to the Transportation
Element (General Plan Amendment 10 -02) as incorporated herein by this reference and
by Exhibit A attached hereto.
