A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPOINTING THE CITY ATTORNEY
WHEREAS, the City of Poway, California was incorporated on December 1,
1980, as a general law city of the State of California; and
WHEREAS, it is necessary for the efficient operation of the affairs of
the City that the City Council appoint a City Attorney;
NOW, THEREFORE, the City Council of the City of Poway, California DOES
RESOLVE, DETERMINE, AND ORDER as follows:
Section 1. Jean Leonard Harris is hereby appointed as City Attorney to
serve at the pleasure of the City Council.
Section 2. The City Attorney shall receive as compensation for legal
services rendered the sums of money contained in that certain letter dated
November 24, 1980, a copy of which is attached hereto. Specifically
$150,00 per meeting and $65.00 per hour for additional work.
ADOPTED and APPROVED this 2nd day of December, 1980, by the following
roll call vote:

Dear Council Members:
Attached you will find my resume (previously submitted) and
the resume of Daniel D. Whitney and Robert E. Gallatin.
Having met with two of your members on Thursday, November 20,
1980, it was suggested that I submit resumes of the attorneys
I would select as my backup for the position of City Attorney.
A careful examination of those resumes will evidence a
high degree of experience and intellect.
In addition, it was requested that I submit a fee and contract
proposal. The contract I would propose with the City would
be simple. So long as the majority of the City Council desired
my retention, I would remain as City Attorney. I prefer this
contractual arrangement versus an annual or bi-annual contract
that could lead to frustration if a future council desired a
change in attorneys. The compensation fee I would suggest
is the following: $150.00 per meeting and $65.00 per hour for
additional work. In the alternative, a straight $75.00 per
hour. I would point out that I normally bill at $100.00 per
hour and that my desire for the position of City Attorney is
not to produce revenue. My proposal is subject to negotiation.
