A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ADOPTING GENERAL PLAN AMENDMENT
80-01, AN AMENDMENT TO THE LAND
USE AND CIRCULATION ELEMENTS
WHEREAS, pursuant to the provisions of Title 7, Chapter 3, of the
California Government Code including but not limited to Section 65356.1
thereof, General Plan Amendment (GPA) 80-01 has been prepared as the first
amendment in calendar year 1980 to the Land Use Element and Circulation
Element of the City of Poway General Plan and includes:
Subitem (1) - An amendment which changes an 18,000 square feet strip
of property located west of Cicero Way about 640 feet north of Poway
Road from (2) Residential (1 DU/ac) to (13) General Commercial on
the Land Use Element:
Subitem (2) - An amendment which adds a portion of State Route 56 to
the Circulation Element which is within the City of Poway; and
Subitem (3) - An amendment which deletes SC 1700 (Winery Road), within
the City of Poway from the Circulation Element; and
WHEREAS, adoption of Subitem (1) will result in the revision of the
Land Use Element by changing the land use designation of a portion of a
parcel west of Cicero Way and about 640 feet north of Poway Road from (2)
Residential (1 DU/ac) to (13) General Commercial; and
WHEREAS, adoption of Subitem (2) will result in the addition of a
portion of State Route 56 as a Prime Arterial to the Circulation Element
within the City of Poway; and
WHEREAS, adoption of Subitem (3) will result in the deletion of SC
1700 (Winery Road) from the Circulation Element within the City of Poway.
WHEREAS, staff has found that because the proposed plan amendment
Subitem (1) is consistent with the original project discussed in the
1978 EIR for the Poway Community Plan, that no further environmental analysis
is required; and
WHEREAS, on September 4, 1980, the Environmental Review Board
considered the proposed addition of a section of State Route 56 to Sheet Four
(4) of the Circulation Element within the Poway area and found that the
project identified as the "proposed project" within the EIR would have sign-
ificant and non-mitigable transportation impacts, that alternatives 3 and 4

will have significant but mitigable impacts on flooding, geology/grading,
land use, and visual aesthetics, and non-significant impacts on transport-
ation, and that alternative 5 has significant but mitigable transportation
impacts, recommended adoption of those mitigation measures included within
the EIR Discussion as Enclosure "A", and recommended that the EIR be certified
as being complete and in compliance with the provisions of the California
Environmental Quality Act (CEQA) ((now known as Subitem (2) of City of Poway
GPN 80-01)); and
WHEREAS, on August 21, 1980, the Environmental Review Board considered
the proposed deletion of SC 1700 (Winery Road) from Sheet Four (4) of the
Circulation Element and determined that the proposed deletion would not have
a significant effect on the environment and recommended a finding of Negative
Declaration for Part (A) of Subitem (3) ((now known as Subitem (3) of City
of Poway GPA 80-01)); and
WHEREAS, on September 25, 1980, the Environmental Review Board
considered the cumulative findings for the total General Plan Amendment
(GPA) 80-01 project and determined that the proposed project will not have
a significant effect on the environment and recommended a finding of Negative
Declaration; and
WHEREAS, the City of Poway, pursuant to Government Code Section 65351
held duly advertised public hearings regarding the three subitems proposals
included within General Plan Amendment (GPA) 80-01.
NOW, BE IT THEREFORE RESOLVED AND FOUND that the City of Poway has
reviewed and considered the information contained in the previously indicated
environmental impact studies adopts the recommended findings of adequacy
of previously certified EIR for Subitem (1) and Negative Declarations for
Subitem (3) and the Composite (cumulative findings) GPA 80-01; and certify
that the Environmental Impact Report for Subitem (2) is complete and in
compliance with the California Environmental Quality Act (CEQA), the State
EIR Guidelines and the County EIR Guidelines and Procedures; and
BE IT FURTHER RESOLVED that the Environmental Impact Report for
Subitem (2) is not intended to cover Circulation Element construction
projects, the environmental aspects of which will be specifically
addressed when construction is proposed, but that this Environmental
Impact Report may be used as Master Environmental Assessments or resource
documents where appropriate for future construction projects; and
BE IT FURTHER RESOLVED that the City of Poway, pursuant to Sections
65352 and 65354 of the Government Code, adopts General Plan Amendment (GPA)
80-01 as follows:
Subitem (1) - An amendment which changes an 18,000 square feet strip

BE IT FURTHER RESOLVED that the action of this City Council, pursuant
to Section 65354 of the Government Code, shall be recorded by the identify-
ing signature of the Mayor and City Clerk on this Resolution.
PASSED AND ADOPTED by the City of Poway, State of California, at a
regular meeting thereof this December 30, 1980
