A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAYw CALIFORNIA
SUPPORTING THE NEED FOR REGIONAL IMPACT ASSESSMENT
OF LARGE SCALE DEVELOPMENT PROPOSALS
THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA DOES RESOLVE AS FOLLOWS:
WHEREAS, on December 23, 1980, officials of the City of Del Mar, Calif-
ornia made a presentation to this Council regarding the City of Del Mat's
lawsuit against the City of San Diego, which lawsuit challenges the City of
San Diego's approval of the North City West Community Plan and related
development proposals because of allegations that said Plan will have
adverse environmental and fiscal impacts on the City of Del Mar which have
not been substantively addressed by the City of San Diego; and
WHEREAS, the Poway City Council finds significant merit in the concept
upon which the City of Del Mat's lawsuit is predicated: any agency under-
taking a large scale development has a responsibility to address the
impacts of that development on the region and particularly on adjacent and
neighboring cities and communities;
NOW, THEREFORE, BE IT RESOLVED THAT:
Section 1. The City Council of the City of Poway, Califiornia strongly
supports the concept that agencies proposing to undertake or permit
large scale development have an obligation and responsibility to
assess, consider and deal with the impacts of such development on the
region as a whole and particularly on adjacent and neighboring cities
and unincorporated communities.
Section 2. The City Clerk of the City of Poway is hereby directed to
mail certified copies of this resolution to all San Diego Cities and
the County of San Diego.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
California, at a regular meeting thereof this 13th day of January, 1981.
