A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA,
APPROVING GENERAL PLAN AMENDMENT (GPA) 10 -03
PORTION OF ASSESSOR'S PARCEL NUMBER: 321 - 110 -02
WHEREAS, GPA 10 -03, submitted by George Meyer, involves a request for
approval of an amendment to the Land Use element of the Poway General Plan; and
WHEREAS, the City of Poway initiated GPA 10 -03, which involves the
consideration of the re- designation of land use and zoning on an approximate
0.35 -acre portion of an 80.5 -acre parcel from Open Space- Resource Management
(OS -RM) to Rural Residential A (RR -A) and a corresponding 0.35 -acre portion from
RR -A to OS -RM; and
WHEREAS, the City Council of the City of Poway recognizes that the need
may arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code
describes the procedures for amending General Plans; and
WHEREAS, on June 15, 2010, the City Council approved the initiation of GPA
10 -03, and
WHEREAS, on July 20, 2010, the City Council held a duly advertised public
hearing to solicit comments from the public, both pro and con, relative to this
application.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The City Council has considered the Environmental Initial Study (EIS) and
Negative Declaration (ND) for General Plan Amendment 10 -03, and public comments
received on the EIS and ND. The subject EIS and ND documentation are fully
incorporated herein by this reference. The City Council finds, on the basis of the
whole record before it, that there is no substantial evidence the project will have a
significant impact on the environment.
Section 2: The City Council finds that the proposed General Plan Amendment and
the corresponding Zone Change 10 -01 would maintain land use compatibility with the
surrounding properties.
Section 3: The City Council hereby approves General Plan Amendment, GPA 10 -03,
an Amendment to the Land Use Element of the Poway General Plan, re- designating an
approximate 0.35 -acre portion of parcel 321 - 110 -02, located within the southeast
corner of the parcel, from RR -A to OS -RM and an another approximate 0.35 -acre
portion of the parcel, located along the southern half of the east property line of the
parcel, from OS -RM to RR -A as shown on Exhibit A.
