AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
AMENDING CERTAIN SECTIONS OF TITLE 17
(ZONING DEVELOPMENT CODE)
OF THE POWAY MUNICIPAL CODE,
ZONING ORDINANCE AMENDMENT (ZOA 88-06)
WHEREAS, the City Council periodically finds it necessary to amend Title 17
(Zoning Development Code) of its Municipal Code in response to changing con-
ditions within the City; and
WHEREAS, on September 13, 1988, the City Council adopted a resolution
approving General Plan Amendment 88-03B which amended the Community Design
Element of the General Plan of the Poway Comprehensive Plan regarding Objective
No. 3 (Preservation of City-wide Building Scale and Variety);
WHEREAS, the City Council finds that the Zoning Development Code of the
Powa~v Comprehensive Plan should also be amended to maintain consistency with the
General Plan as required by Section 65860 of the California Government Code; and
WHEREAS, a duly advertised public hearing was conducted in accordance with
Section 65853, et seq., of the California Government Code and the California
Environmental Quality Act to consider the proposed amendments and to provide
interested parties the opportunity to address such.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Poway the
following:
Section 1:
The City Council finds that proposed Zoning Ordinance A~nendment (ZOA 88-06)
will not have a significant adverse impact on the environment and hereby
issues a Negative Declaration.
Section 2:
Amendments to the following sections of Title 17 (Zoning Development Code)
of the Poway Municipal Code are hereby established and shall read as
follows:
Residential Zones
Section 17.08.120(C), Public and Semi-Public Uses, R Zones of the Code
allows for churches, convents, monasteries, and other religious institutions
in all residential zones by conditional use permit. Section 17.08.180
(Special Requirements - R Zones) is hereby amended by adding new require-
ments (T) to read as follows:

Commercial Zones
Section 17.10.090(7), Public and Semi-Public Uses, C Zones allows for reli-
gious institutions in the CO, CN, and CG zones by conditional use permit
(prohibited in the CC zone). Section 17.10.140 (Special Requirements - C
Zones) is hereby amended by adding new requirement (H) to read as follows:

Manufacturin9 Zones
Section 17.12.080(F), Public and Semi-Public Uses - M Zones allows for reli-
gious institutions in both the MP and MS zones by conditional use permit.
Section 17.12.140 (Special Requirements - M Zones) is hereby amended by
adding new requirement (H) to read as follows:

Section 3:
The City Council of the City of Poway hereby finds that these amendments are
consistent with the General Plan and the intent and purpose of the Zoning
Development Code.
EFFECTIVE DATE: This ordinance shall take effect and be in force thirty (30)
days after the date of its passage; and before the expiration of fifteen (15)
days after its passage, it shall be published once with the names and members
voting for and against the same in the Poway News Chieftain, a newspaper of
general circulation published in the City of Poway.
Introduced and first read at a regualr meeting of the City Council of the
City of Poway held the 13th day of September 1988, and thereafter PASSED and
ADOPTED at a regular meeting of said City Council held the 27th day of JSeptembe~
1988 by the following roll call vote:
