Res 101 RESOLUTION NO. 101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ESTABLISHING A PARKS AND RECREATION COMMITTEE AND ADOPTING A CHARTER THEREFOR WHEREAS, on February 17, 1981, the City Council appointed five citizens to serve as a Parks and Recreation Committee; and WHEREAS, it is now desirable to formally establish this Committee and set forth its duties, responsibilities, terms of office and other items; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway that: 1. A 5 member Parks and Recreation Committee is hereby established for the City of Poway. 2. A Charter, attached as Exhibit "A", is hereby adopted for this Committee. Wahlsten, City Clerk CITY OF POWAY PARKS AND RECREATION COMMITTEE Section I. Purpose The purpose of the Parks and Recreation Committee shall be to advise the City Council on the Parks and Recreational needs of the City of Poway. Further the Parks and Recreation Committee shall provide a means of encouranging community involvement as it pertains to park development and recrea- tional programming. Section II. Duties The Park and Recreation Committee shall have the following duties as determined by the Poway City Council: 1. Submit recommendations for Parks and Recreation matters proposed for consideration by the City Council. 2. Identify areas of the City where new parks or recreation facilities and programs may be required. 3. Review existing programs. 4. Review existing facilities and recommend future park improvements. 5. Recommend priorities for park and recreation facilities and programs for budget consideration. 6. Identify sources of funding for facility and program improvement 7. Encourage Citizen Involvement. 8. Undertake special projects as desired by the City Council. Section III. Membership A. The Parks and Recreation Committee shall consist of five (5) members appointed by the Mayor with the concurance of the City Council. Each Councilmember shall offer to the City Council for consideration, one nomination for appointment to the Committee. EXHIBIT "A" OF RESOLUTION NO. PARKS & RECREATION Page 2 B. Committee members shall be residents of the City of Poway. C. The term of membership shall correspond to the term of the Councilmember who nominated the Committee member. D. The City Manager or his designee shall be an ex-officio member of the Committee. Section IV. Voting Each Committee member shall be entitled to one vote. Approval of any matter requires an affirmative vote from the majority of the members present provided a quorum of three are present and voting. Section V. Termination of Membership Any member may be removed at any time and without cause by a majority vote of the City Council. Section VI. Meetings of Members A. Rmgular meetings at least monthly of the Committee shall be scheduled at a time and place agreed to by the Committee and convenient for the public in order to encourage community involvement. B. Special meetings may be called at any time by the Chair- person or three or more members, provided however that notification to the public and press is made in accor- dance with applicable State Laws. Section VII. Financial Disclosure In accordance with the State of California Government Code, the Parks and Recreation Committee as designated employees shall be required to file appropriate statements of economic interest. EXHIBIT "A" ( RESOLUTION N( PARKS & RECREATION Page 3 Section VIII. Officers A. The Officers of the Committee shall be Chairperson and Vice Chairperson. The City Manager or his designee, as an ex-officio member of the committee shall serve as Secretary to the Committee. Other officers may be appointed as necessary to carry out the work of the Committee. B. The officers shall be chosen annually by the Committee and shall serve for a term of one year, provided that any officer may be re-elected to succeed him/herself for one additional term only. C. The term of office shall run from January 1 of one year to December 31 of the same year. Section IX. Duties of Officers A. Duties of the Chairperson The Chairperson shall preside at all meetings of the Committee and provide instructions to all ad-hoc Commit- tee chairman and will attend appropriate meetings of the City Council. In his/her absence the Vice Chairperson will attend and make appropriate reports to the Commit- tee at their next regular meeting. B. Duties of the Vice Chairperson In the absence or disqualification of the Chairperson, the Vice Chairperson shall assume all the duties and responsibilities of the Chairperson. C. Duties of the Secretary The Secretary shall keep or cause to keep a book of minutes of all meetings of the Committee. The Secretary shall prepare agendas and shall give notice of regular and special meetings of the Committee. Section X. Ad-hoc Ccommittees The Committee may create such ad-hoc committees as the busi- ness of the Committee may require, each of which shall exist for such period and have such authority and perform such duties as the Committee may from time to time determine. EXHIBIT "A"OF RESOLUTION NO.101 PARKS & RECREATION Page 4 Section XI. Compensation Members of the Poway Parks and Recreation Committee shall serve without compensation. However, members shall be reim- bursed for expenses incurred in carrying out the duties of the Committee as approved by the City Council. Section XII. Amendment of By-Laws These by-laws shall be reviewed every two years and may be amended at any time at any regular or special meeting. Amendments shall become effective upon approval by the City Council. EXHIBIT "A" RESOLUTION
