A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
ESTABLISHING ACCESS POLICY FOR PRIME ARTERIALS
AND MAJOR ARTERIALS OF THE CIRCULATION ELEMENT
WHEREAS, the City Council of the City of Poway recoqnizes that to
maintain capacity, efficiency, and the safety of traffic flow, on prime and
major arterials, it is necessary to limit and control access; and
WHEREAS, it is necessary to establish firm policy guidelines to allow
property owners fronting on said streets to properly plan the use of their
land;
NOW, THEREFORE, BE IT RESOLVED AND ESTABLISHED that for the
development of properties fronting on all prime and major arterial
highways, the following criteria shall be observed in relation to access
control:

Non-access to all prime and major arterial highways shall be
dedicated to the City whenever suitable, alternative access
may be developed from local or collector streets.

Where access must be granted to a prime or major arterial
highway, said access shall be limited to one point for three-
hundred of frontage or one point per parcel with less than
three-hundred feet of frontage.
It is the intent of the policy to establish a minimum
three-hundred foot spacing between driveways.
(Parcelization, as a result of a shopping center will in no
way permit access to each individual parcel, but the center
will be considered as the project.)

Combined access between adjacent pro.perties to prime and
major arterial highways adjacent properties shall be
encouraged wherever possible to reduce the number of
encroachments.

Access points shall, whenever possible be located a minimum
of one-hundred feet from the end of curb returns at
intersections.
Where otherwise compatible with this policy, access shall be
located opposite existing or planned access points on the
opposite side of the street.
Section 2
Variations from these policies will require approval of the City
Council of the City of Poway.
