A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAYt CALIFORNIA
SETTING FORTH ACTION ON
GENERAL PLAN AMENDMENTS 81-01A-P (LAND USE)
WHEREAS, the City Council has held duly advertised public hearings on
October 13, 15, and 27, and 29 to solicit and consider comments, pro and
con, from the public; and
WHEREAS, the City Council has reviewed and considered all of the
aspects and facts available for each General Plan Amendment request,
NOW THEREFORE the City Council of the City of Poway California does
hereby resolve as follows:
Section 1: Approvals

GPA 81-01C - Diversified Financial: Approval of Residential 5 for
the property located south of Camino del Norte at the terminius of
Atengo Drive.
GPA 81-01D - American Housing Guild: Approval of Residential 5
for the property located at the northwest corner of Camino del
Norte and Hillndale Street.

GPA 81-01F - Sierra Pacific Corporation: Approval of Residential
7 for Poway Road frontage on northwast corner of Carriage Road and
Poway Road coterminus with approved condominium project.

GPA 81-01N - City of Poway: Approval of text changes as amended
by Exhibit A.
Section 2: Denial

Findings: The City Council hereby finds in the denial of applica-
tions GPA 81-01 - Diversified Financial (portion north of Camino
del Norte), GPA 81-01E - Bauman, GPA 81-01H - White, GPA 81-01I -
Myers, GPA 81-01K Security First National Corporation, as
follows:
that topographic conditions of the particular sites do not
warrant the proposed land use change; and,

that the requested changes would put an undue hardship and
burden on the adjacent land uses that cannot be mitigated;
andw

that the requested changes would be detrimental to the
health, safety, and welfare of the surrounding area and the
citizens of Poway, and
4. that the sites are not physically suitable for the density
contemplated or permitted; and
5. that the sites are not physically suitable for the type of
development contemplated or proposed.
Section 3: Continuances

GPA 81-0A Butzen: Continued consideration to January 12, 1982 and
requested applicant to provide Traffic Study detailing the impacts
of a shopping center at the requested site including but not
limited to traffic signalization on Pomerado, new streets, acqui-
sition of additional property. Further consideration may require
amended General Plan application, and Draft Environmental Impact
Report.

GPA 81-01P City of Poway: Continued consideration to January 12,
1982 in order to allow property owner time to work with City staff
on possibility for development of property.

Continuations of the above items in no way prejudices future
action of the City Council. Additional information on action may
occur at the January 12, 1982 General Plan Amendment hearings.
Section 4: Withdrawls:
GPA 81-01B - San Marcos Development: Acceptance of the
applicant's request to withdraw from consideration the northwest
corner and southwest corner of Camino del Norte and Pomerado Road.
GPA 81-01M - Sal Niosi: Acceptance of the applicant's request to
withdraw his application.

Section 5: Environmental Impact Report Requirements:

GPA 81-01B - San Marcos Development: for the northeast corner and
southeast corner of Camino Del Norte and Pomerado Road, a Draft
Environmentat Impact Report focused on the issues of traffic,
noise, drainage and land use compatability and/or others as may be
determined through the public hearing on the Notice of
Preparation.
GPA 81-01F - Roderick and Dougherty: Requires a Draft Environ-
mental Impact Report to be prepared focused on the issues of
traffic, drainage, noise, views, and land use compatability
and/or others as may be determined through the public hearing on
the Notice of Determination.

Consideration of Section 5 A&B shall be tabled until such time as
the DEIR's are ready to be scheduled for public hearing then they
shall be scheduled at the next regular GPA hearings.
Section 5: Negative Declaration:
The City Council hereby finds that the actions on Section 1:
Approvals, and Section 2: Denials will not have a significant effect on
the environment and issues a Negative Declaration for each General Plan
Amendment under Sections 1 and 2.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 10th day of November, 1981.
