A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AUTHORIZING THE APPLICATION FOR ENGINEERING AND DESIGN
OF FLOODWATER DETENTION BASINS ON POWAY CREEK UNDER
THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the United States Congress enacted the Housing and Co--unity
Development Act of 1974 providing federal funds for a wide range of housing and
community development activities; and
WHEREAS, in recent years the City of Poway has experienced heavy rainfall
causing the loss of life and personal injury to the residents therein, health
hazards and serious deterioration to the property in the Poway Creek floodplain
area as a result of flooding; and
WHEREAS, these conditions contribute to blight as defined in the Health and
Safety Code of the State of California; and
WHEREAS, the construction of floodwater detention basins on Poway Creek will
ensure the health and safety of our citizens and prevent the further deteriora-
tion of the area in the Poway Creek floodplain by significantly reducing flood
damages.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
that the City Manager is hereby authorized to make application for engineering
and design of floodwater detention basins on Poway Creek and the preparation of
all necessary environmental documents under the Community Development Block
Grant Program.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
California, at a regular meeting thereof this 26th day of January, 1982.
