A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
SETTING FORTH ACTION
ON GENERAL PLAN AMENDMENTS 82-01A-N and 81-01P
(LAND USE)
WHEREAS, the City Council has held duly advertised public
hearings on January 12 and 26, to solicit and consider coments, pro and
con, from the public; and
WHEREAS, the City Council has reviewed and considered all of the
aspects and facts available for each General Plan Amendment request;
NOW, THEREFORE, the City Council of the City of Poway,
California, does hereby resolve as follows:
Section 1: Approvals
A. GPA 82-01J - City of Poway/Portals:
Approval of Rural Residential (18) for the property located on
approximately ten (10) acres Northeast of Dorathea Terrace.

Approval of Residential (4) for the property located West of
intersection of Carriage Road and Buckley Street. APN 317-
490-37.
C. GPA 82-01L - City of Poway/State of California:
Approval of Residential (1) for the property located South of
Camino Del Norte in, but not part of, the Rancho Arbolitos
Tract. APN 324-050-10
GPA 82-01 M - City of Poway:
Approval of a City-initiated request to amend the text of the
Land Use element to clarify, define and establish the Resource
Conservation Areas, Urban Limit Line, and Master Planning as
attached Exhibit "A".
GPA 82-01N - City of Poway:
Approval of Residential (1) for the property located between
Papago Drive and Tuscarora Drive West of Tarascan Drive. APN

Section 2: Denials
A. Findings: The City Council hereby finds in the denial of
applications GPA 82-01 A - Vladic Corporation; GPA 82-01 B -
HCH Associates/Ambrose; GPA 82-01 E - K-B Enterprises/Walsh
Associates~ GPA ~2-01 F - Wafico C~./Walsh Associates; and,
GPA 82-01 G - First Caulfield Development Company, as
follows:
1. that topographic conditions of the particular sites do
not warrant the proposed land use change; and,
2e
that the requested changes would put an undue hardship
and burden on the adjacent land uses that cannot be
mitigated; and,
that the reguested changes would be detrimental to the
health, safety, and welfare of the surrounding area and
the citizens of Poway, and
4. that the sites are not physically suitable for the
density contemplated or permitted; and
5. that the sites are not physically suitable for the type
of development contemplated or proposed.
Section 3: Continuances
A. GPA 82-01 H - Bauman/Nelson/Swartz/Weatherly/Marinkovic:
Continued until such time as a Focused Environmental Impact
Report can be prepared for the property locatd at the
Southeast corner of Stone Canyon Road and Pomerado Road.

GPA 82-02 A - City of Poway: Continued until such time as a
Traffic Study and a Focused Environmental Impact Report can
be prepared for the Circulatioon Element to adjust Garden
Road from Poway Road easterly.
Continuation of items A & B of Section 3 shall in no way
prejudice future action of the City Council. Additional
information may be present for each item during the General
Plan Amendment hearing at which the item is discussed.
Section 4: Withdrawals:
A. GPA 82-01 I - City of Poway: Direction of the City Council
to withdraw from consideration a change of the Land Use on
the property located at the Northeast corner of Ridgedale
(Land Use)

Drive and Poway Road and direct the staff to initiate for
Zoning Reclassification on property at the intersection of
Ridgedale and Poway Boad that are inconsistent with the
General Plan specifically APNs 317-460-6, 7, 9, 10, 11.
Section 5: Environmental Impact Report Requirements

Section 3, item A (GPA 81-02):
A Draft Environmental Impact Report focused on the issues of
traffic, noise, drainage, gradinq, aesthetics, and land use
compatibility and/or others as may be determined through
preparation, process, shall be Drepared for the property
located at the southeast corner of Stone Canyon Road, and
Pomerado Road.

Section 3, item B (GPA 82-02 A):
A Traffic Study and a Draft Environmental Impact Report
focused on the issues of traffic, noise, grading, aesthetics,
and/or others as may be determined through Public Hearings on
the Notice of Preparation, shall be prepared for Garden Road,
from Poway Road easterly, evaluatin~ the effects of amending
the Circulation Element Map of the Poway General Plan to
adjust Garden Road from a Major Road (102 feet R/W) to a
Collector Road (84 feet R/W).
Consideration of Section 5 A & B shall be continued, per
Section 3, until such time as the DEIR's are ready to be
scheduled for public hearing.
Section 6: Negative Declaration:
The City C~uncil hereby finds that the actions on Section 1:
Approvals, and Section 2: Denials will not have a significant
effect on the environment and issues a Negative Declaration for
each General Plan Amendment under Sections 1 and 2.
APPROVED and ADOPTED by the City Council of the City of Poway,
State of California, this 9th day of February, 1982.
