AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
ESTABLISHING REQUIREMENTS FOR THE INSTALLATION OF
MANUFACTURED HOUSING IN RESIDENTIAL ZONES
(ZONING ORDINANCE AMENDMENT 89-04)
WHEREAS, Section 65852.4 of the Government Code of the State of California
limits the right of a City to regulate the placement of manufactured housing on a
lot zoned for a single-family residential dwelling; and
WHEREAS, Section 6582.4 does allow special requirements for manufactured
housing only in the areas of roof overhang and age of the manufactured house to
be installed; and
WHEREAS, the Poway Comprehensive Plan includes design guidelines for
single-family homes in the City which apply to both conventional and manufac-
tured housing; and
WHEREAS, it is in the public interest to encourage attractive neighborhoods
composed of housing which is compatible in size, type, and design.
NOW, THEREFORE, the City Council of the City of Poway does hereby ordain:
Section 1: Section 17.08.100.D of the Poway Municipal Code shall be amended
to read:

Section 17.08.190.I shall be added to the Poway Municipal Code
PERFORMANCE STANDARDS: R ZONES
I. For manufactured housing the following additional requirements shall apply:
1. Roofs shall have an eave overhang of at least 12 inches on all sides.
A manufactured home may not be installed if more than ten years have
elapsed between the date of manufacture of the manufactured home and the
date a complete minor development review application for installation of
that home is received.
EFFECTIVE DATE: This ordinance shall take effect and be in force thirty (30)
days after the date of its passage; and before the expiration of fifteen (15)
days after its passage, it shall be published once with the names and members
voting for and against the same in the Poway News Chieftain, a newspaper of
general circulation published in the City of Poway.
Introduced and first read at a regular meeting of the City Council of the
City of Poway held the 6th of June, 1989, and thereafter PASSED AND ADOPTED at a
regular meeting of said City Council held the2Oth day of June , 1989
