Res 244RESOLUTION NO. 244 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA RECOMMENDING THAT THE LEGISLATURE SHIFT FINANCIAL EMPHASIS FROM WELFARE TO EDUCATION WHEREAS, in 1970, California ranked ninth in the United States in the percentage of personal income spent on education, but in the past decade has dropped to forty-eighth; and WHEREAS, since 1970, California, with a one hundred seventy-two percent increase, is one of two states in the nation that has provided welfare payments which exceeded the one hundred thirty-five percent increase in the Consumer Price Index which ranks California third, in comparison with other states, in the percentage of personal income spent on welfare; and WHEREAS, from 1978 to 1982, State expenditures for welfare have increased by fifty-three percent, while expenditures for education have increased by only twenty-eight percent; and WHEREAS, the present fiscal problems of the State of California require the re-evaluation of all programs and ~riorities. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway recommends that the Legislature devise a phased program over the next three years to amend the welfare payments in California to the national average of the other forty-seven contiguous states adjusted by individual differences in the cost of living, and the savings aCcruing to the State of California through this plan could then be allocated to improvement of educational expenditures. PASSED, ADOPTED and APPROVED by the City Council of the City of Poway, California, at a regular meeting thereof this 18th day of May, 1982.
