Res 261 RESOLUTION NO. 261 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ESTABLISHING CITY COUNCIL POLICY FOR THE REGULATION OF OFF-SITE SUBDIVISION DIRECTIONAL SIGNING WHEREAS, it is the desire of the City Council to establish a consistent, fair and equitable subdivision directional sign program; and WHEREAS, it is the desire of the City Council to have all off- site billboard subdivision directional signing removed from the City of Poway. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Poway, California, does hereby establish the following policy to regulate off-site subdivision directional signing: Section 1: Off-Site Subdivision Directional Signs: ae A maximum of eight signs may be used to lead customers to the site. Signs shall be no larger than 72 inches by 12 inches and shall be grouped on a single, double or four-sided sign kiosk as shown in Exhibit "A." Such kiosk shall contain no more than seven tract identifications. Ce de ee fo A sign kiosk shall be located not less than 300 feet from an existing or previously approved sign site. Further, each sign may only contain the name of the subdivision, developer or development logo and a directional arrow as shown on Exhibit "B." The placement of each sign kiosk shall be reviewed and approved by the Director of Planning Services. All kiosks that are to be placed on private property shall be with written consent of the property owner, allowing the City, in the event of non-compliance to enter said property and remove the sign; a copy of said consent to be filed with the department of Planning Services prior to acceptance of a sign permit application. A kiosk location plan shall be prepared showing the precise site of each kiosk and shall be submitted to and approved by the department of Planning Services prior to the acceptance of a sign permit application. Any sign approved for a particular subdivision within the City shall not be changed to another subdivision without prior approval of the Director of Planning Services. Resolution No. 261 Off-Site Signing Page 2 he There shall be no additions, tag signs, streamers, devices, display boards, or appurtenances added to the sign as originally approved. Further, no other directional signing may be used such as posters, trailer signs or temporary subdivision directional (bootleg) signs. All off-site subdivision signs not conforming to this ordinance shall be removed prior to the issuance of a sign permit for the kiosk program. A $300 cash deposit shall be placed with the City to ensure compliance with this ordinance. Any sign placed contrary to the provisions of this ordinance may be removed by the City and the cost of removal shall be deducted from said deposit. ~ditional costs incurred by the City resulting from the removal of illegal signs shall be charged to the developer of said subdivisions. ke Said signs shall be allowed until the units within the subdivision are sold out or for a period of 24 months, whichever comes first. E~tension of 12 months may be approved by the Director of Planning Services. Section 2: Force and Effect: This resolution shall be used as the maximum allowable off-site signing for subdivisions within the City of Poway, limiting the discretion of Section 6205 and 6207 of the Zoning Ordinance.
