AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
AMENDING CERTAIN SECTIONS OF TITLE 17
(ZONING DEVELOPMENT CODE)
OF THE POWAY MUNICIPAL CODE,
ZONING ORDINANCE AMENDMENT (ZOA 89-02)
WHEREAS, the City Council periodically finds it necessary to amend Title 17
(Zoning Development Code) of its Municipal Code in response to changing con-
ditions within the City; and
WHEREAS, residential care facilities provide a needed service to the com-
munity; an~
WHEREAS, the ResiOential Single Family 2 (RS-2) zone provides lots large
enough to accommooate facilities for 7 to 15 resident while being located in
areas of the City commonly provided with all urban services; and
WHEREAS, the proposed amendment is exempt from the requirement of California
Environmental Quality Act under Class 1, Existing Facilities; and
WHEREAS, A duly advertised public hearing was conducted in accordance with
Section 65853, et seq., of the California Government Code and the California
Environmental Quality Act to consider the proposed amendments and to provide
interested parties the opportunity to address such.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Poway the
following:
Section 1:
Amendments to the following sections of Title 17 (Zoning Development Code)
of the Poway Municipal Code are hereby established:
17.08.100.G is added and shall read as follows:
RR-A thru RR-C RS-2 RS-3 RS-4 RS-7 RC RA
Residential Care Facilities

Section 2:
The City Council of the City of Poway hereby finds that these amendments are
consistent with the General Plan and the intent and purpose of the Zoning
Development Code.
EFFECTIVE DATE: This ordinance shall take effect and be in force thirty (30)
days after the date of its passage; and before the expiration of fifteen (15)
days after its passage, it shall be published once with the names and members
voting for and against the same in the Poway News Chieftain, a newspaper of
general circulation published in the City of Poway.
Introduced and first read at a regular meeting of the City Council of the
City of Poway held the 21st of February, 1989, and thereafter PASSED AND ADOPTED
at a regular meeting of said City Council held the 7th day of March ,
1989 by the following roll call vote:
