Res 294RESOLUTION NO. 294 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ESTABLISHING A POLICY FOR DEVELOPMENTS SERVED BY POTABLE WATER WELLS AND RESCINDING RESOLUTION NO. 252 WHEREAS, it is desirable for the City of Poway to have a groundwater policy in effect for use in considering development proposals, and WHEREAS, an interim policy was adopted on June 15, 1982, by Resolution No. 252, and WHEREAS, said interim policy has been reviewed and revised by staff. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway: 1. That the attached groundwater policy be adopted, and 2. That Resolution No. 252 be rescinded. PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway, California, at a regular meeting thereof this 24th day of August, 1982. ATTEST: Mary L. ~hepa~son, Mayor Marjorie ~ Wahlsten, City Clerk GROUNDWATER POLICY Establishing a Policy for Developments Served by Potable Water Wells It is the policy of the City Council of the City of Poway to deny division of any parcel of land which cannot be serviced by water by an established water district, unless that division can be serviced by an adequate supply of good quality groundwater extracted by wells or other subsurface extraction devices. In addition to the existing County of San Diego Health Department requirements, it is further established that a study by a qualified geohydrologist shall be submitted to the City as part of a proposal for such a division of land. The groundwater study shall include: A description of the project with estimated water usage that includes both domestic and agricultural usage. Estimates of agricultural usage shall be consistent with realistic assessments of the type of division proposed, the agricultural classification of soils encountered, and proposed limitations imposed as part of covenants, deeds or equivalent documents tied to the proposed parcels. A realistic assessment of the amount of recharge available for those uses. Recharge from both onsite and offsite areas shall be considered, and the relative quantity and quality from each source stated. Recharge estimates shall include estimates of all consumptive uses existing on the system. A realistic assessment of the property separating it into geohydrologic zones where appropriate. Zoning shall include, but notlbe limited to, alluvial basins, zones of deeply weathered bedrock, classifications of bedrock where fractures are anticipated to be the major water source into areas of widely spaced or closely spaced fractures. 4. Assessment of the storage capacity of the different zones based on either evaluation of existing wells or by drilling and testing of wells, including - observation wells and pump test data or then current hydrotechnological techniques acceptable to the Director of Public Services. Attachment to Resolution No. 294 Adopted 8-24-82 GROUNDWATER POLICY Page 2 Ail reports shall include the data obtained during the study, references, and conclusions as to the total quantity of rechargeable water available from each zone and for each proposed parcel, unless a commonly owned water system is proposed, in which case the total safe yield shall apply. Minimum lot size will be based on: Establishing water usage for both agricultural and domestic requirements. Domestic usage shall be based upon 326,000 gallons per dwelling unit. 2. Total water usage estimates for each proposed parcel. 3. Recharge of geohydrologic zones. 4. Total impact on existing uses,,both within and outside the proposed division, on the groundwater system. Groundwater usage for domestic purposes shall conform to the require- ments of the City of Poway, County Health Department, County of San Diego, and other pertinent regulatory agencies. Should conflicts occur between the City of Poway's Groundwater Policy and other agencies' policies, the City's policy shall prevail. Attachment to Resolution No. 294 Adopted 8-Z4-82
